No person shall paste, paint, brand or stamp or in any manner whatsoever place upon or attach to any telegraph, light or other pole in the City of Clairton or upon any building, fence, bridge, gate, outbuilding or other object or upon any property belonging to the City of Clairton any written, printed, painted or other advertisement, bill, notice, sign or poster, provided that nothing herein shall be so construed as to prevent the posting of any notice required by law or order of court to be posted nor to prevent the posting or placing of any notice particularly concerning or pertaining to the premises or object upon which the same is so posted or placed.
No person shall distribute, by throwing or placing, any handbills or dodgers or any kind of advertising devices, newspaper or wastepaper upon any street, land, alleyway or sidewalk of the City of Clairton.

Any person or persons violating the provisions of this chapter shall, upon conviction thereof before any District Justice, be punished by a fine of not more than $600, plus costs of prosecution and, in default of payment of such fine and costs, to imprisonment for a period not exceeding 90 days.
