Any person who shall violate a provision of this article or shall fail to comply with any of the requirements of this article, or who shall install, construct, alter or repair any electrical equipment, plumbing or building in violation of an approved plan or directive of the Inspectional Services Division, or of a permit issued under the provisions of this article, shall be punished by a fine as provided in § 1-15 of the City Code.

Applications for the issuance of a permit describing the work to be done and the location thereof shall be made in writing to the Inspectional Services Division by the person performing the work. The application shall be accompanied by a copy of the plans, specifications and schedules relating to the work to be done, if required by the Inspectional Services Division.
If any work authorized by any permit issued under this article is not commenced within the applicable times in the state code and, for the electrical permit, within six months, after the date of issuance thereof, such permit shall thereupon become void and of no effect.
The permit, after it is granted under the provisions of this article, shall be placed in a conspicuous place on the premises where the work is authorized to be done and shall not be removed until after final inspection and approval of the work.

In lieu of an individual permit for each electrical installation, there shall be issued by the Inspectional Services Division, upon application for such permit, to any person regularly employing one or more licensed journeyman electricians, an annual electrical permit authorizing the applicant to employ such electricians in the making of electric installations on premises owned or occupied by the applicant for the permit. The Inspectional Services Division may revoke such annual electrical permit at any time when the holder of such permit shall cease to employ such licensed electrician. No electric installation which is to be concealed shall be actually concealed except upon compliance with § 10-193. Annual electrical permits shall expire on December 31 of the year of issuance.
Permits to make electric installations shall be issued only to holders of certificates as granted by the State Examiners of Electricians pursuant to MGL c. 141, § 3, and all amendments thereof and additions thereto, except as provided in § 10-35.
The Inspectional Services Division may, after issuance, revoke any individual permit issued under this article for cause, including, without limitation, violation of any ordinance or statute relating to the acts done or to the qualifications of the person doing the work thereunder.

Any person desiring a building permit shall, at the time of filing an application therefor, pay the Director of Code Enforcement the fee required by Chapter A110, Fee Schedule, of the City Code. The fee schedule also includes permit fees for repairs, alterations, moving and demolition of any building or structure, written zoning opinions, certificates of occupancy and reinspections.
Where work for which a permit is required by this article is started without a permit, the fee specified to be paid for such permit in Chapter A110 shall be doubled, but payment of such doubled fee shall not relieve any person from fully complying with the requirements of the rules or regulations of the state codes and this chapter in the execution of the work or from any other penalties prescribed by statute or ordinance.

If, in the opinion of the Inspectional Services Division or its duly appointed representatives, the amount of the cost estimate on the application for a permit is too small, the Inspectional Services Division representative, after examination, may establish a new value.
The imposition of the penalties prescribed in § 1-15 of the City Code shall not preclude the Corporation Counsel from instituting appropriate action to prevent unlawful construction or to restrain, correct or abate a violation, or to prevent illegal occupancy of a building, structure or premises or to stop an illegal act, conduct, business or use of a building or structure in or about any premises.
No other work than that covered by permit is to be done without first obtaining an additional permit and paying a fee to cover such work.
