It shall be unlawful for any person to hold, keep, offer for sale or deliver, or have in his possession with intent to sell or deliver, within the City, any milk unless authorized so to do by virtue of a license issued by the Inspector of Milk of the City, which has not been previously revoked by the inspector, and which shall be in full force and effect only during the period mentioned therein.
It shall be the duty of the Inspector of Milk to see that all regulations that the Board of Health may from time to time adopt relative to milk and milk products are observed.
A. 
Generally. It shall be the duty of the Inspector of Milk to make a personal visit quarterly, and oftener if deemed necessary or required by the Board of Health, to all stables where cows are kept and to all depots, stores or other places where any portion of the milk supply of the City is produced, conveyed, stored, held, kept, delivered or offered for sale for the purposes set forth in this division.
B. 
Inspection of dairies. Annually, and before issuing licenses for the sale or delivery of milk, and at such other times as may be required by the Board of Health, it shall be the duty of the Inspector of Milk to make a personal inspection of the stable in which the cattle are kept, and note the location in regard to other buildings in the neighborhood and the well or other source of water supply used for the cattle or used in the washing and rinsing of the pails, cans, bottles, measures or other utensils used in or about the dairy or in the cooling of the milk.
It shall be the duty of every milk producer or seller to have his stable and dairy house properly drained and ventilated and to have his premises and surroundings kept in a sanitary condition at all times and to have all the cans, bottles, measures, refrigerators, trucks or other receptacles and utensils used in the handling, storage or transportation of the milk clean and sweet and in accordance with all existing City ordinances, regulations of the Board of Health and general laws of the commonwealth.
A. 
In all cases where the Inspector of Milk finds any of the conditions at any dairy where milk is produced, or in any store, depot or truck, contrary to the requirements of this division, he shall refuse to issue a license for the sale of the milk to the lessee, owner or occupant of such farm, stable, premises, store, depot or truck or to any person who collects or receives any part of such milk produced thereat or contained therein until after such conditions shall have been made to conform to such requirements.
B. 
If, upon any subsequent inspection of any dairy farm, stable, store, depot, truck, cans, milk receptacles, measures or other utensils used in handling milk, the Inspector of Milk finds any of the conditions contrary to the provisions of this division, he shall revoke the license of such person or the license of any person who collects or receives any part of such milk produced thereat or that may be contained therein. When such license is revoked, it shall not be again granted except in the same manner as that for an original license.
It shall be unlawful for the owners, agents, servants or employees of any person in the City to suffer or permit, except in cases of emergency, the transportation or delivery of milk, cream or dairy products to wholesalers between the hours of 12:00 midnight and 6:00 a.m., or to transport milk, cream or dairy products for retail delivery between the hours of 12:00 midnight and 7:00 a.m.
