The provisions of this article shall apply to any low-rent housing projects undertaken within the City by the Housing Authority concerning which a contract to obtain federal loans or annual contributions have been made or will be made with the United States Housing Authority.

Floors in buildings forming part of any project under the provisions of § 42-31 may be constructed to bear a safe weight, per superficial foot, exclusive of materials, of 40 pounds, notwithstanding the requirements of any other ordinances or building regulations of the City. The Inspector of Buildings may issue a license or permit for any such building to be so erected, repaired or altered.

The Inspector of Buildings may issue a license or permit for the erection, repair or alteration of any building forming part of any project under the provisions of § 42-31, even though the plans and specifications of such erection, repair or alteration vary from the requirements of any other ordinances or building regulations, and such erection, repair or alteration may be carried out, provided that such variations, in the judgment of the Inspector of Buildings, will not result in danger to the lives, health or safety of any persons or to property and will not interfere with the sound construction of any building and will not constitute an unusual fire hazard, and will conform to the laws and regulations of the commonwealth, and provided that the Housing Authority finds such variations necessary in the development of any such project and notifies the Inspector of Buildings of its findings to that effect.
