No owner or person having control of a taxicab shall employ or allow any person to drive the taxicab, and no person shall drive the taxicab, except a person licensed as provided in this division.

Applications for licenses to drive taxicabs shall be made to the City Council on forms furnished by the City Clerk and shall set forth such information as the City Council may require. All applications shall be forwarded by the City Clerk to the Police Chief, who will return a recommendation as to whether said license should be granted.

No taxicab driver's license shall be issued to any person unless he presents a valid license to operate motor vehicles. Further, no person shall be required to be a resident of the City of Fall River to obtain such a taxicab driver's license.
The fee for a taxicab driver's license shall be as provided in Chapter A110, Fee Schedule, of the City Code. There shall be an additional fee for a temporary taxicab driver's license as provided in Chapter A110, Fee Schedule, of the City Code.
A. 
Licenses to drive taxicabs shall be signed by the City Clerk, shall be numbered in order as granted, and, unless sooner suspended or revoked, shall continue in force until January 1 next after the date thereof.
B. 
The City Clerk is authorized to issue temporary taxicab driver's licenses at his discretion to suitable persons who have made such application, to be valid until the City Council acts on the application.
Every applicant for a taxicab driver's license shall present to the City Clerk with his application a photograph not more than 1 1/2 inches square. The City Clerk, when issuing a taxicab driver's license, shall deliver to the licensee an identification card or badge containing the photograph of the driver, the number and term of the license, and the name of the licensee, which shall be worn conspicuously upon the exterior of the clothing of the licensee or displayed in the taxicab in full view of the passengers at all times when the licensee is operating a taxicab. No person shall, at any time, wear such badge issued to another, nor shall any licensed taxicab driver allow his badge to be worn by another person.
The licensee to drive a taxicab shall at all times when driving or in charge of a taxicab carry his taxicab driver's license and the license under which such taxicab is operated, and shall produce such licenses and his identification card or badge for examination upon request of the City Clerk or of any police officer.
