No building shall be moved over the streets or roads of the Town unless a permit has been granted by the Town Building Inspector, Town Administrator or designee.

Any person wishing to move a building over the streets or roads of the Town shall make application to the Building Inspector on a form provided by the Building Inspector. Such application shall be signed by the owner of the property to where the building is being moved.
The moving permit fee shall be set by the Town Board and shall be payable to the Town Building Inspector upon making application for a permit.

A. 
Every permit issued shall state all conditions to be complied with and designate the route to be taken and the limit of time for removal. When the building is to be relocated to a location within the Town, the permit shall also state the limit of time for placement of the building upon a permanent foundation.
B. 
The moving of the building shall be continuous during all hours of the day and day by day if the Town Administrator or designee so orders until the moving is completed, to cause the least possible obstruction to streets or roads.[1]

C. 
No building shall be allowed to remain stationary overnight on any street or road right-of-way, crossing or intersection, without written permission from the Town Administrator or other official designee and subject to conditions imposed by such official for the safety of the public.[2]

D. 
Red warning lights shall be placed conspicuously at both ends of the building during the night.
E. 
The mover of the building shall report daily to the Town Fire Department and to the Town Administrator or official designee as to the location of the building on the streets or roads of the Town.[3]

F. 
If required by the Building Inspector, a police escort and following vehicle with flashing warning lights shall be provided at the mover's expense.
A. 
No permit shall be granted by the Town Administrator or designee for the moving of buildings over the streets or roads of the Town without certain conditions being met.[1]
(1) 
The axle load shall be such so that there is no damage to the road surface as determined by the Building Inspector.
(2) 
The building shall be of such length, height and width that, in the opinion of the Building Inspector, it will not interfere with power lines, trees, and other structures along the route to be traveled, unless adequate provision is made by the mover and at the mover's expense for the safe clearance or removal of such obstructions.
(3) 
The applicant shall deposit with the Town Clerk a bond of $20,000 with acceptable surety running to the Town conditioned that the mover will save and indemnify the Town against any costs, expenses (including costs of removal of structure from public right-of-way), or damages which may in any way accrue to or against the Town by reason of the moving and will hold the Town harmless against all liabilities, judgments, costs and expenses as a consequence of the granting of a permit.
(4) 
The mover shall not commence work under any permit issued until the mover has obtained and furnished the Building Inspector with certification that the mover has obtained all insurance required under this section and until such insurance has been approved by the Building Inspector, nor shall the mover allow any subcontractor to commence work until the insurance required has been so obtained and approved.

B. 
The mover shall procure and maintain, during the time the building is being moved, mover's public liability insurance and property damage insurance in amount of not less than $100,000 for injuries, including accidental death, to any one person, and subject to the same limit for each person, in an amount not less than $300,000 on account of one accident, and property damage insurance in an amount not less than $100,000. The insurance shall in all instances save, defend, indemnify and hold harmless the Town against all claims, demands, liabilities, damages or any other costs which may accrue in the prosecution of the work and that insurance will save, defend, indemnify and hold harmless the Town from all damages caused by or as a result of the mover's operations.
C. 
The mover shall procure and shall maintain, during the course of the move, comprehensive automobile liability insurance coverage for owned, nonowned and hired automobiles for limits of not less than bodily injury $100,000/$300,000 and property damage $100,000.
D. 
The mover shall furnish the Building Inspector with certificates showing the type, amount, class of operations covered, effective dates and dates of expiration of policies. Such certificates shall also contain substantially the following statement: "The insurance covered by this certificate will not be cancelled or materially altered, except after 10 days' written notice has been received by the Town of Algoma."
A. 
The mover of any building to whom a permit has been granted shall notify the Building Inspector and Town Administrator or designee of the time when moving is to begin.
B. 
The Building Inspector may appoint an inspector to be present during the moving operations to supervise such moving. The appointment of an inspector in no way relieves the mover from any liability for damage that may be done during the moving operation. The Building Inspector may also request a qualified third party to trim the necessary trees along the route. The cost of the inspector and tree trimmers shall be billed at actual cost to the mover.

A. 
No building shall be moved from one location to another within the Town limits or from outside the limits of the Town to within the Town unless the Building Inspector has issued a building permit for the relocation of the building in compliance with all building and zoning regulations.
B. 
No building being moved through the Town or from within the Town to outside the Town and not being relocated within the Town shall require a building permit.
A. 
Smaller buildings of one story in height and not more than 16 feet wide, including cornice, may be moved on a truck or trailer equipped with pneumatic tires.
B. 
All conditions required for the moving of buildings shall be met, except that no permit shall be required and no insurance or bond protecting the Town is required.
