There is hereby created a Board of Local Improvements, pursuant to 65 ILCS 5/9-2-1 et seq. of the Illinois Municipal Code, with the powers, duties, and authority therein and herein conferred and as may hereafter be conferred upon such Board by statute or by ordinance.
The Board of Local Improvements shall consist of four members, namely: the Mayor, two Aldermen, and the Director of Public Works, if one is appointed. If no permanent Director of Public Works is appointed, an Alderman shall serve in his place and stead.
No member of the Board shall receive compensation for acting as such member.
The Secretary shall be the City Clerk.
The City Attorney shall be the attorney for the Board and shall receive as his compensation a sum equal to 4% of the total amount of the assessment as confirmed by the court. In the event said assessment is rejected by court or discontinued, he shall receive 1% of the engineer's estimate as his fee.
The officer levying the assessment shall receive $50 for each improvement for his service in spreading and levying the special assessment.
Unless modified by contract, the engineer shall receive as his compensation an amount according to the latest Illinois Professional Engineers scale for work done; and if said improvement is rejected by court or discontinued by vote of the Council, he shall be paid for his work on a quantum-merit basis, plus 100% for his cost, profit and overhead.
