It shall be unlawful for any dog to run at large in the Village at any time. Dogs which are on any street, alley or sidewalk or other public place without being held securely on a leash shall be deemed to be running at large.
Dogs which are running at large shall be taken up and impounded by the Police Department.
A. 
It shall be unlawful for any person, firm or corporation to abandon or place upon any public place in the Village any dog or dogs, with the intent to abandon the same.
B. 
Penalty for abandonment. Any person, firm or corporation violating Subsection A shall, upon conviction, be fined not less than $50 nor more than $750.

Any person seeking to redeem any impounded dog shall pay the expense of impoundment, to be not less than $20 per day for each day during which such animal has been held in the pound. Payment is to be made to the Village Clerk or the Chief of Police of the Village. Unredeemed animals, after 24 hours from the time they were impounded, shall be disposed of in the manner provided by law.
The President of the Village Board is hereby authorized to engage the services of as many persons as he may deem necessary for the enforcement of this article, and to pay them for their services such sums as may be approved by the Board of Trustees.

Any person in charge of a dog on a public street or any other public property, or property other than that of the owner of the dog, shall pick up any feces which the dog shall deposit on such property and dispose of such waste in a lawful manner. It shall be unlawful for any owner to leave feces on any public street or property other than the property of the owner of the dog.

Any person, firm or corporation violating any of the provisions of this article, except § 113-3A, shall be fined not less than $50 nor more than $750 for each offense.
