The purpose of this article is to implement the provisions of
Public Act 95-320, Connecticut General Statutes, § 7-148(c)(2)B.

When the term "permit" is used in this article, it shall mean
any permit authorized to be issued by the building official, or any
employee, or officer of the Town of Windsor pursuant to the Connecticut
Basic Building Code.

No permit as defined above shall issue for any building or parcel
of land on which property taxes are delinquent as shown on the records
of the tax collector of the Town of Windsor.

The enactment of this article shall not operate as an abatement
of any action or proceeding thereon now pending under or by the authority
of any other ordinance. All of said actions and proceedings are hereby
ratified to be continued.

All provisions of the Town Code in conflict herewith are hereby
repealed and that if for any reason any word, clause, paragraph, or
section of this article shall be held to make the same unconstitutional,
this article shall not hereby be invalidated and the remainder of
this article shall continue in effect. Any provision herein which
is in conflict with the Connecticut General Statutes is hereby repealed,
it being understood that said statutes shall take precedence over
this article.

This article shall become effective 10 days after publication
in a newspaper having a circulation in Windsor.
