Pursuant to N.J.S.A. 40:54-9, there is hereby established a Board of Trustees of the Free Public Library of the Borough of Hasbrouck Heights for its governance in accordance with law as the same was otherwise established on November 19, 1941. The said Board shall be known as the "Board of Trustees of the Free Public Library of the Borough of Hasbrouck Heights."
The said Board consists of from nine members, one of whom shall be the Mayor, one of whom shall be the Superintendent of Schools and seven citizens to be appointed by the Mayor, at least four of whom shall be residents of the municipality. The appointments shall be for terms of one, two, three, four and five years respectively, as they may have been hitherto appointed by the Mayor and shall be made with the consent of the governing body. The Mayor and the Superintendent of Schools may, respectively, appoint an alternate to act in his or her place and stead with authority to attend all meetings of the Board and, in his or her absence, to vote on all questions before the Board. No citizen shall be qualified to be appointed or serve as a member of the Board who is not at least 21 years of age, who has been discharged with cause from an office or employment with the Borough or the Board or whose appointment would constitute a conflict of interest. All members shall be expressly subject to the terms of Chapter 74 of the Code of the Borough of Hasbrouck Heights entitled "Ethics, Code of."
