It is the intention of the Supervisors of Blair Township, Blair County, Pennsylvania, to organize a Water and Sewer Authority.
The proposed Articles of Incorporation of said Authority in full are as follows:
A. 
The name of the Authority shall be: "Blair Township Water and Sewer Authority."
B. 
The Authority is formed under an Act of General Assembly of the commonwealth, which was approved the 2nd day of May, 1945, P.L. 382, as amended, known as the "Municipal Authorities Act of 1945."[1]

C. 
No other Authority organized under the Municipal Authorities Act of 1945 or under an Act approved the 28th day of June, 1935, P.L. 463,[2] is in existence in or for the said incorporating municipality named herein.

D. 
The name of the incorporating municipality is Township of Blair, Blair County, Pennsylvania; its mailing address is 377 Cedarcrest Drive, Duncansville, Pennsylvania 16635.[3]

E. 
The names and addresses of the members of the Board of Supervisors of Blair Township as the persons being the municipal authorities of the municipality are as follows:

F. 
The members of the Board of the Authority to be formed hereby shall be five in number. All members hereinafter named and appointed reside in and are citizens of the Township of Blair, Blair County, Pennsylvania. The names, addresses and terms of office of the first members of the Board of said Authority are as follows:

G. 
The said Authority shall be for the purpose of acquiring, holding, constructing, improving, maintaining, and operating, owning, leasing, either in the capacity of lessor or lessee, products of the following kind and character, to wit: Buildings and structures to be devoted wholly or partially for public use and for revenue purposes, sewers, sewer systems, or part thereof, sewage treatment works, including works for treating and disposing of industrial waste, facilities and equipment for the collection, removal or disposal of ashes, garbage, rubbish, and other refuse materials by incineration, land fill, or other methods, and water purification system and facilities in connection therewith, including but not limited to works for treating and transmitting water for consumer and industrial use, equipment for the buildings and maintenance thereof, and all other facilities in any way used, useful, necessary, convenient or incidental to the furtherance and operation of a water system and sewage treatment system.
H. 
The term of the existence of the Authority created herein shall be for a period of 50 years from the date of its incorporation and existence.

The location and post office address of the Authority created herein is 377 Cedarcrest Drive, Duncansville, Pennsylvania 16635.[4]

The said proposed Articles of Incorporation of said Blair Township Water and Sewer Authority shall be executed by and on behalf of the Township of Blair, by the Supervisors of said Township, and the seal of said Township shall be thereto affixed, attested by the Secretary of the Board of Supervisors of said Township, and filed with the Secretary of the commonwealth. The solicitor is hereby authorized to publish notice of this article and of the date upon which said Articles of Incorporation will be filed with the Secretary of the Commonwealth of Pennsylvania; to file said Articles of Incorporation, together with the ordinance authorizing the incorporation of the Authority and the necessary proofs of publication, and to do all other things necessary or appropriate to effect the incorporation of Blair Township Water and Sewer Authority.
The parties set forth in the Articles of Incorporation are hereby appointed members of the Board of the Authority and shall act in that capacity for the terms designated therein.
