This Part shall be known as the "Manchester Township Rental Registration Ordinance."

For the purposes of this Part, the following terms shall have the meaning ascribed herein:
LANDLORD
The record owner, as indicated by the records in the Office of the Recorder of Deeds of York County, Pennsylvania, of real estate located within Manchester Township, York County, Pennsylvania, which real estate is being rented or leased to or occupied by a tenant or tenants for residential, commercial or industrial purposes. The term landlord shall include natural persons, partnerships, associations and corporations.
TENANT
Any natural person 18 years of age or older, partnership, association or corporation occupying, whether or not for rent or other consideration, premises owned by a landlord as defined in this section.

Within 10 days after any tenant has moved into a landlord's premises, the landlord shall inform the Township Manager of Manchester Township, in writing, of the name and address of such tenant or tenants, the date on which the tenant or tenants moved into the premises and if the tenant is occupying the premises for purposes other than as for a residence, the nature of any business or occupation being conducted on the premises by the tenant or tenants.

Within 10 days after any tenant has vacated a landlord's premises, the landlord shall inform the Township Manager of Manchester Township, in writing, of the name and new address of such tenant or tenants and the date on which the tenant or tenants vacated the premises.

Landlord shall notify the Township Manager of Manchester Township, in writing, within 90 days after the effective date of this Part, of the names, addresses, approximate date of entry and, if nonresidential, the nature of the business or occupation being conducted on the premises; provided, however, that no such notification shall be required for any residential tenants already on file with Manchester Township on the effective date of this Part pursuant to the provisions of Ord. 1982-4.[1]

Editor's Note: Ord. 1982-4, 3/23/1984, was repealed by § 6 of Ord. 1987-13, 11/10/1987, which provided in part: "§ 6 Repealer. Ord. 1982-4 is hereby repealed; provided, however, that the names of tenants furnished to Manchester Township pursuant to Ord. 1982-4 shall continue to be in effect as though filed pursuant to the provisions of § 4 of this ordinance."

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rule of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each section of this Part which shall be found to have been violated shall constitute a separate offense.
