This Part shall apply to all principal buildings and uses within
Franklin Township. A "principal building" is defined as any building
or structure erected on a tract, lot or parcel of land in which any
use is carried out, intending to include all dwellings, places of
business or industry or any other use requiring a location identity.

From and after the effective date of this Part, the Township
of Franklin shall undertake the assignment of street numbers to each
building, tract, lot or parcel of land. The Board of Supervisors or
its designated representative shall construct and maintain a file
in the Township office of such numerical designation. Each such property
and its designation for all purposes shall be known by the number
assigned and all persons shall take due notice thereof and comply
with the provisions of this Part when applicable. The Board of Supervisors
shall have the right and power to change a street address number or
numbers assigned to any property owner whenever it may deem a change
necessary and desirable and, thereafter, to require the owner or occupant
thereof to comply with the provisions of this Part with respect to
such change.

This Part shall be effective upon the designation of the effective
date by resolution adopted by the Board of Supervisors. This Part
shall not take effect until reasonable notice is provided to property
owner or occupant to whom or for whom numbers are being assigned and
after each has an opportunity to review and inspect the numbering
system. In no event shall the effective date be more than four months
from the date of the adoption of this Part.

After the effective date of this Part, the owner or occupant
of each tract, lot or parcel of land to which no street address has
been previously assigned, upon purchase, acquisition or occupancy
thereof or within seven days of discovery that no number has been
assigned, shall make assignment of a street address number and the
Township official shall thereupon assign a correct street address
number to the property.

Prior to approval of any final subdivision plan, the plan shall
be reviewed by the official responsible for the assignment of numbers
at which time a proper street address number in sequence to each lot
shall be assigned to each building lot or to each designated business
use or business use structure within the subdivision plan.

Each number assigned to a building or for a business or industrial
use shall be displayed and each number shall have a minimum height
of four inches (102 mm) with a minimum stroke width of 0.5 inch (12.7
mm), shall be mounted in a secure fashion to the principal building's
wall or other fixed appurtenance in front of the building in such
a position in the general vicinity of the main entranceway or main
path of travel which leads from a public or private street or otherwise
separately mounted in an approved manner on the face of a wall or
post in the front area of the building adjacent to the highway upon
which the structure fronts. The numbers shall be sufficiently legible
as to contrasting background, arrangement, spacing size and uniformity
so that the numbers may be read during the daylight hours by persons
possessing normal vision if viewed from the facing street. All numbers
shall be placed so as to be free from obstruction from trees and shrubs
in the line of sight from the street line.

The owners and occupants of each tract, lot or parcel of land
required to be identified by this Part shall continuously display
the street address number in accordance with the specifications set
forth herein and shall not be in violation of this Part as set forth
below.

The absence of street numbers or the insecure fastening or absence
of any part thereof, or the use of any street address number not assigned
by the Township representative, or the failure of the street number
to meet the requirements of visibility shall be a violation of this
Part.
A.
Warning Notice. Warning notices of violations shall be sent by certified
mail to the property owner and occupant or may be served personally
on the property owner or occupant or his agent or may be posted in
a prominent place upon the property provided other methods of notification
are ineffective.
B.
Penalty. Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof in an action brought before
a Magisterial District Judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this Part continues
or each section of this Part which shall be found to have been violated
shall constitute a separate offense.
