There is hereby created a Crime Commission for the City of Lebanon consisting of not less than 13 but not more than 15 members to be appointed by the Mayor. The Chief of Police shall serve as an ex officio member of the Commission. The Commission shall exist for a period of two years unless renewed by written request of the Mayor and upon approval of said request by Council.

It is the intent, purpose and scope of this article to establish a Crime Commission to assist the Lebanon Police Department to develop a Comprehensive Crime Reduction Strategy; validate and expand the scope of the strategy, as needed; and unite the Greater Lebanon community in a comprehensive crime control and prevention effort.

The Crime Commission is hereby created consisting of not less than 13 but not more than 15 members who shall serve without compensation as follows:
(a) 
All members of the Commission shall be appointed by the Mayor. There shall be no limitation upon the number of terms a member may serve.
(b) 
All members of the Commission shall serve for a term of two years. Whenever a vacancy occurs, the Mayor may fill such vacancy, but only for the period of the unexpired term.
(c) 
The Commission shall be comprised of residents and non-residents of the City of Lebanon.
(d) 
The Chief of Police shall serve as an ex-officio member.

The Crime Commission may make and alter bylaws and regulations to govern its procedures consistent with this article and the laws of the Commonwealth.
(a) 
The Mayor shall appoint the Commission's Chairperson, Vice Chairperson, Secretary and Treasurer.
(b) 
The Commission shall keep a full record of its business in the form of official minutes.
(c) 
The Mayor may appoint an Executive Director and provide for administrative support to the Commission.
(d) 
The Commission shall make a written report of its activities to funding agencies on a quarterly basis.
(e) 
The Commission shall submit a written report of its annual activities to the Mayor by February 1 of each year. In addition, interim reports shall be made as often as may be deemed necessary by the Mayor.
