The purpose of the Town Center Overlay District is to create development that is appropriately scaled, promotes contextual in-fill development, and encourages a pedestrian-friendly environment by providing property owners the flexibility to use maximum setbacks, single-parking ratios and maximum floor area ratio and other innovative zoning techniques to unify the Borough's residential neighborhoods, business district, parks and other civic amenities. The Town Center Overlay District is intended specifically for the Ardmore Boulevard business district as stated in the Comprehensive Plan.

In additional to the uses permitted in the underlying zoning district, the following shall be permitted as a conditional use in the Town Center Overlay District, subject to the requirements in Part 9 of this chapter:
A.

Except as set forth in this section, all uses shall meet the area and bulk regulations of the underlying zoning district as listed in Table 27-2 of Part 3 of this chapter.
2. 
The following regulations shall apply:
A. 
Minimum front yard setback: zero feet.
B. 
Maximum front yard setback: 12 feet.
C. 
Minimum floor area ratio: 0.75.
D. 
Maximum floor area ratio: 1.50.

The following are the parking standards for the Town Square Overlay District:
A.

B. 
Exemption Option. The developer has the option to exempt a maximum of 1,500 square feet of gross floor area from the parking requirements of § 27-701, Subsection 1A.
C. 
Shared Off-Street Parking. Parking requirements in the Town Center Overlay District may be met by parking areas within the district or within two blocks of the Overlay District's boundaries subject to the following requirement:
(1) 
The developer shall execute an agreement with the property owner providing the shared space(s) in a form acceptable to the Borough Solicitor.
D. 
Shared On-Street Parking. Parking requirements in the Town Center Overlay District may be met with on-street parking that is immediately adjacent to the subject lot.
E. 
If additional on-street spaces are to be located along Ardmore Boulevard, then the spaces shall be created in accordance with the study on road alignment and expansion prepared by the Borough's Traffic Engineer.
