All that premises immediately adjacent to Silver Lake and all
that portion of the Lake owned by the Incorporated Village of Woodridge
is hereby designated and declared to be a public park to be known
as "William Krieger Memorial Park." All those lands previously held
by the New York Ontario & Western Railway acquired by the Village
are not included in the park except as herein specifically set forth.
All that premises on the southerly side of Green Avenue commencing
at the intersection of Green Avenue and Novogrodsky Street and running
thence in a general northwesterly direction up to and including the
former railroad cut in the Incorporated Village of Woodridge is hereby
designated and declared to be a public park.
No person, except the Park Commissioner or those in his employ,
shall go upon any lawns of the public parks in this Village except
when and where a sign shall be posted or set up indicating that persons
are at liberty at that time and place to go upon the grass and walk
along and upon any sidewalk laid in any park, but no person shall
engage in any game or sport in any park without the consent of the
Park Commissioner except in areas designated for such purposes.
No person shall climb any tree or remove or in any manner injure
or destroy any tree, plant, shrub, flower or flowerbed, turf, camp
or lamppost in any public park within this Village, and no person
shall place, deposit or throw any substance of any kind in or upon
any public park owned by the Village of Woodridge.
It shall be unlawful to operate any boat, craft or vehicle,
whether powered by oar, electricity, gasoline, etc., upon any stream,
river, lake or any other body of water within the Village of Woodridge
at a speed in excess of eight miles per hour.
The opening and closing hours for William Krieger Memorial Park
shall be fixed by the Village Board of the Village of Woodridge, and
posting on the entrance sign to said park of the hours of opening
and closing shall constitute sufficient notice of the hours of said
park.

Any offense committed against this article is hereby declared
to be a violation, punishable by a maximum fine of $250 or by imprisonment
for not more than 15 days, or both.

The Village Board of the Village of Woodridge finds that there
is a substantial use of the Village park located on Greenfield Road
by large groups from area summer camps and bungalow colonies located
outside of the Village of Woodridge. As a result of the significant
use of the park by these summer camps and bungalow colonies, the Village
Board has determined there are significant additional costs and expenses
in operating and maintaining the Village park, including maintaining
the roadways and parking areas for use by commercial buses necessary
to transport these groups from the summer camps and bungalow colonies
using the park; additional maintenance to pick up and remove litter
and debris left by the large groups; and repair and replacement of
park facilities as a result of the wear and tear from the significant
use of the facilities by these groups. While it is the desire of the
Village Board to continue to maintain and operate the Village park
for use by the general public, the Village Board of Trustees believes
it to be unfair and inequitable that the entire cost and expense of
operating and maintaining the park should be borne by Village residents
when a significant amount of the use of the park is by area summer
camps and bungalow colonies located outside of the Village limits.
In order to equitably distribute the cost of operation and maintenance
at the park, the Village Board of Trustees believes that the issuance
of permits for a fee to area bungalow colonies and summer camps located
outside of the Village of Woodridge that use the Village park is a
fair and equitable manner to pay for the cost of operation and maintenance
of the park.
A.Â
The use of the Village park by groups of more than 25 in number from
summer camps or bungalow colonies located outside of the Village of
Woodridge is prohibited without first obtaining a permit for a fee
to be determined annually by the Village Board.
B.Â
Each permit shall be valid for use of the park by the permit holder
for the entire year in which the permit is issued.
A violation of this article shall constitute an offense punishable
by a fine not to exceed $250 for each and every such offense.
