1. As used in these regulations, words in the singular include the plural
and those in the plural include the singular. The words "shall," "will"
and "must," in these regulations, are defined as mandatory.
2. The words and terms expressly defined in the subdivision and land development regulations [Chapter
22], shall have the same meanings and definitions for the purpose of these regulations.

As used in these regulations, additional specific terms or words
shall be defined as follows. Unless otherwise expressly stated, the
following definitions shall, for the purpose of these regulations,
have the meaning herein indicated. Any pertinent word or term not
a part of this listing, but vital to the interpretation of these regulations,
shall be construed to have its legal definition.
CONDUIT
An enclosure for electrical supply cables. This may be either
metal, as approved by the electrical utility company or schedule 40
plastic pipe or its equivalent.
EXTERMINATION
The control and elimination of insects, rodents or other
pests by eliminating their harborage places; by removing or making
inaccessible materials that may serve as their food; by poisoning,
spraying, fumigating, trapping or by any other recognized pest elimination
method.
HEALTH AUTHORITY
Any legally designated health authority of applicable jurisdiction
including, but not limited to, the Pennsylvania Department of Environmental
Protection (hereinafter referred to as "DEP"), or any successors thereto.
LARGE PARK
A park containing five or more mobile homes or RVs.
LOT (hereinafter referred to as "LOT")
A parcel of land improved with the necessary utility connections
and other appurtenances necessary for the erection thereon of a single
mobile home or RV.
MOBILE HOME (hereinafter referred to as "HOME")
A transportable, single family dwelling intended for permanent
occupancy, containing one unit or in two or more units designed to
be joined into one integral unit capable of again being separated
for repeated towing, which arrives at a site complete and ready for
occupancy except for minor and incidental unpacking and assembly operations,
and constructed so that it may be used without a permanent foundation.
MOBILE HOME PARK (hereinafter referred to as "PARK")
A parcel or contiguous parcels of land which has been so
designated and improved that it contains two or more lots for the
placement thereon of mobile homes or RVs and for which rental or lease
payments are charged in any way.
PARK MANAGEMENT
The person who owns or has charge, care or control of the
mobile home park home or RV.
PARK PERMIT
Written approval, in whatever form as issued by Richmond
Township, authorizing a person to operate and maintain a mobile home
park home or RV park.
PERSON
Any individual, firm, trust, partnership, public or private
association or corporation or other entity.
RECREATIONAL VEHICLE
A vehicle with or without motive power, which may be towed
on the public highways by a passenger vehicle or self-propelled without
a special permit, and which is designed for human occupancy under
transient circumstances, such as camping, travel or other recreational
uses, sometimes variously known as a "travel trailer," "camping trailer"
or "motor home with a current registration and license."
REFUSE
All putrescible and nonputrescible solids except body wastes,
including garbage, rubbish, ashes and dead animals.
SERVICE OR RECREATIONAL BUILDING
A structure housing operational, service, recreational, park
maintenance and/or other facilities built to conform to required local
standards.
SEWER CONNECTION
All pipes, fittings and appurtenances from the drain outlet
of the mobile home to the inlet of the corresponding sewer riser pipe.
SEWER RISER PIPE
That portion of the sewer lateral which extends vertically
to the ground elevation and terminates at each mobile home stand.
SKIRTING
The material placed around the base of the mobile home to
enclose the space underneath.
SMALL PARK
A park containing four or less mobile homes or RVs.
UTILITIES
Electric, water, sewage, natural or liquefied petroleum gas
(LPG), fuel oil, telephone and television.
WATER CONNECTIONS
All pipes, fittings and appurtenances from the water riser
pipe to the water inlet pipe of the distribution system within the
mobile home.
WATER RISER PIPE
That portion of the water service pipe which extends vertically
to the ground elevation and terminates at a designated point at each
mobile home stand.
WATER SERVICE PIPE
All pipes, fittings, valves and appurtenances from water
main of the park distribution system to the water outlet of the distribution
system within the mobile home.
