The office of Code Enforcement Officer is hereby created.

The Code Enforcement Officer shall be appointed by the Borough Council and shall be subject to removal by Borough Council.

The Code Enforcement Officer shall be chosen on the basis of administrative and practical abilities, with special reference to his knowledge of subjects which involve construction, examination of plans and specifications, and interpretation of statutes and ordinances.

The salary of the Code Enforcement Officer shall be set from time to time by Borough Council.

1. 
The Code Enforcement Officer shall have the following power and duties:
A. 
To fulfill the duties of Zoning Officer as established in the Pennsylvania Municipalities Planning Code, 53 P.S. § 10101 et seq.
B. 
To be the "Building Official" as established in the Uniform Construction Code [Chapter 5, Part 1].
C. 
To act as supervisor to the other employees in the Inspection Department including the Building Inspector and any assistant inspector and the Fire Inspector.
D. 
To report to Borough Council on a monthly basis on the activities of the Inspection Department.
E. 
To attend the meetings of Council as requested by the Council.
F. 
To file, enforce, and process all violations of Borough ordinances in regard to building and maintenance inspection.
G. 
To attend meetings of the Zoning Hearing Board, Planning Commission, and Historical and Architectural Review Board.

The Code Enforcement Officer may delegate any of his duties to the Building Inspector or Assistant Building Inspector when the Code Enforcement Officer is unavailable.
