The office of the Township Manager is hereby created by the Township of Swatara.
A. 
The Board of Commissioners shall, by a majority of its members, appoint the Township Manager.
B. 
The Manager shall serve at the pleasure of the Board of Commissioners and may be removed at any time by a majority vote of all of its members. At least 30 days before such removal is to become effective, the Board of Commissioners shall furnish the Manager with a written statement setting forth the effective date of such removal.
C. 
In the event the incumbent Manager desires to resign from the position of Manager, he or she shall submit a notice of resignation in writing to the Board of Commissioners at least 60 days prior to the desired termination date.
The Township Manager shall be selected on the basis of executive and administrative qualifications, with special emphasis on actual experience in or knowledge of accepted management practices. The Township Manager need not be a resident of the Township or of the Commonwealth of Pennsylvania.
Before entering upon his or her duties, the Township Manager shall give a bond to the Township, with a bonding company as surety, to be approved by the Board of Commissioners, in such sum as it shall from time to time determine, conditioned for the faithful performance of the Manager's duties, with the premium for the said bond to be paid for by the Township. The bond of the Township Manager may be included in, and the Manager may be bonded and covered by, any blanket bond in force and effect for all Township employees in the aforesaid amount.
The Township Manager shall receive such compensation as the Board of Commissioners shall fix from time to time.
The Manager shall be the chief administrative officer of the Township and shall be responsible to the Board of Commissioners as a whole for the proper and efficient administration of the affairs of the Township. The Manager's powers and duties shall relate to the general management of all Township business not expressly, by statute, ordinance or resolution, imposed or conferred upon other Township officers or employees. The Board of Township Commissioners is hereby authorized to delegate to the Township Manager, subject to recall by written notification at any time, any of its nonlegislative and nonjudicial powers and duties.
The Manager shall perform such other duties as may be required by the Board of Commissioners not inconsistent with the First Class Township Code, law, ordinance or resolution, and he or she may hold such other municipal offices or head one or more of the municipal departments as the Board of Commissioners may from time to time direct.
In case of illness or absence of the Manager from the Township, the Assistant Township Manager (or if there is not an Assistant Township Manager or he or she is unable to serve, then one qualified member of the Manager's staff appointed by the Manager with the concurrence of the Board of Commissioners) shall perform the duties of the Manager during his or her absence or disability. In the event of disability or absence of the Manager where there is not an Assistant Township Manager or the Manager has not appointed a member of staff to act in his or her capacity, the Board of Commissioners shall designate a person as Acting Township Manager to perform the duties of the Manager until such time as the Manager returns to full duty or a successor is appointed.
