A.
The intent of this chapter is to establish rules and regulations governing connections to and use of the Springfield Area Sanitary Sewer System ("Springfield System") and to establish the rate and penalty structures required to operate said sewer system insofar as the public health, safety and general welfare of Springfield Township must be protected.
B.
The rules and regulations governing the use of the Springfield System have been defined to:
(1)
Set forth uniform requirements for direct and indirect contributors to the wastewater collection and treatment system ("wastewater system") owned and operated by the Bucks County Water and Sewer Authority (BCWSA) and to enable BCWSA to comply with all applicable state and federal laws required by the Clean Water Act of 1977, as amended, and the General Pretreatment Regulations (40 CFR Part 403) and the National Categorical Pretreatment Standards (40 CFR Chapter I, Subchapter N).
(2)
Prevent the introduction of pollutants into the Springfield System and the City of Philadelphia's ("City's") wastewater system which will:
(a)
Interfere with the operation of the system;
(b)
Contaminate the resulting sludge;
(c)
Cause the wastewater system to violate the City of Philadelphia's ("City's") NPDES discharge permit;
(d)
Pass through the system, inadequately treated, into receiving waters or the atmosphere; or
(e)
Be otherwise incompatible with the system.
(3)
Improve the opportunity to recycle and reclaim wastewaters and sludge from the system.
(4)
Protect the general public, Springfield System personnel, and City personnel who may be affected by sewage and sludge.
C.
These regulations provide for the regulation of direct and indirect users of the sanitary sewer systems within Springfield Township through enforcement of general requirements for all users, monitoring and enforcement activities, and reporting and compliance activities.
D.
These regulations shall apply to all users who discharge wastewater to the sanitary sewer system within the Township.
E.
Portions of the sanitary sewer systems discharge sewage to adjacent sanitary sewer systems for treatment. The Authority may from time to time, upon recommendation from the appropriate officials of the sanitary sewer systems, adopt regulations by resolution or ordinance applicable to users' sewage treated by the respective sanitary sewer systems. However, unless otherwise specified, the regulations set forth in this chapter shall apply to all users in the Township who discharge sewage that is collected, transported, and/or treated by the sanitary sewer systems, excepting those instances where the regulations of the sanitary sewer systems are more stringent than those set forth herein. Where the respective sanitary sewer system regulations are more stringent, the more-stringent regulations shall apply.
F.
Sanitary sewer system users within the Township shall comply with Township, Authority and the City of Philadelphia rules and regulations.
G.
Sanitary sewer service areas.
(1)
Sanitary sewer service is provided throughout Springfield Township by the Bucks County Water and Sewer Authority.
(2)
Sewage collected by operators within the Township is treated by various publicly owned treatment works, including:
(a)
Abington Wastewater Treatment Plant. The Abington WWTP is located on Fitzwatertown Road in Upper Dublin Township and presently serves a small portion of Springfield Township.
(b)
City of Philadelphia Southwest Sewage Treatment Plant. The City of Philadelphia Southwest Sewage Treatment Plant (Philadelphia SW STP) is located at 8200 Enterprise Avenue. The facility has a service area of several outlying townships in addition to the flow from within the City. Wastewater from Springfield Township is transmitted to the Philadelphia SW STP for treatment.
(c)
City of Philadelphia Southeast Sewage Treatment Plant. The City of Philadelphia Southeast Sewage Treatment Plant (Philadelphia SE STP) is located at 25 Pattison Avenue. The facility has a service area of several outlying townships in addition to the flow from within the City. Wastewater from Springfield Township is transmitted to the Philadelphia SE STP for treatment.
(d)
City of Philadelphia Northeast Sewage Treatment Plant. The City of Philadelphia Northeast Sewage Treatment Plant (Philadelphia NE STP) is located at 3899 Richmond Street. The facility has a service area of several outlying townships in addition to the flow from within the City. A small portion of wastewater from Springfield Township is transmitted to Cheltenham Township, which in turn transmits the sewage to the Philadelphia NE STP for treatment.
This chapter will regulate certain connections and rate structures for use of the Springfield System. These regulations provide for the regulation of direct and indirect contributors to the City of Philadelphia's wastewater system through issuance of permits to certain nondomestic users and industrial users and through enforcement of general requirements for the other users; authorize monitoring and enforcement activities; and require user reporting and compliance schedule submissions. In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements required for compliance. Provisions of this chapter shall be deemed to supplement any and all laws of the Commonwealth of Pennsylvania, the United States Environmental Protection Agency, and other ordinances of the BCWSA, provided that, where this chapter imposes a greater restriction than imposed by said other laws and ordinances, the provisions of this chapter shall control. Where the City of Philadelphia's wastewater control regulations impose a greater restriction than the BCWSA, the Philadelphia wastewater control regulations shall take precedence.
