There is hereby created a Sewage Facilities Advisory Board consisting of not less than four nor more than seven members who shall be appointed by the Board of Supervisors.

The members shall serve for terms of five years, except that members of the Sanitary Board shall be invited to become members of the Sewage Facilities Advisory Board and whose terms shall be for the period remaining with respect to their membership on the Sanitary Board as appointed pursuant to Ord. 26 (as revised).[1] The term of any member of the Sanitary Board who elects not to continue on the Sewage Facilities Advisory Board shall be filled by a member appointed by the Board of Supervisors to serve for the remaining term of such member. In addition to the five members previously serving on the Sanitary Board, the Board of Supervisors shall have the authority, but shall not be required, to appoint an additional two members to the Sewage Facilities Advisory Board who shall each have a term of five years. The member of the Board shall serve without compensation. Vacancies on such Board, occurring otherwise than by expiration of term shall be filled for the unexpired term in the same manner as original appointments. The members shall annually organize by electing a Chairman from among the members of the Board and a Secretary who may or may not be a member of the Board.

1. 
The Sewage Facilities Advisory Board shall have the following powers and duties:
A. 
To investigate complaints of citizens, residents, and other groups within the Township concerning the existence of sewage problems and to the Bucks County Department of Health of the results of any such investigation for its action.
B. 
To investigate and determine the existence of any nuisance which presents a clear and present danger to the health, safety, and welfare of citizens of the Township and to issue written orders of abatement directed to the owner, agent, tenant, or lessee of any premises wherein such a nuisance exists, notifying such person of the conditions constituting a nuisance and ordering the abatement of same within such time as is specified in the order.
C. 
To implement any programs related to the management of sewage problems as directed by the Board of Supervisors.
D. 
To contact or cause to be conducted studies and research with respect to water pollutants and contaminates, their nature, causes, and effects, and with respect to the control, prevention, abatement, and reduction of water pollution and contaminates resulting from sewage problems.
E. 
To encourage voluntary efforts and cooperation by all persons concerned in controlling, preventing, abating, and reducing sewage problems, water pollution and other health hazards.
F. 
To cooperate with federal, state, county, and other municipal government agencies with respect to the control, prevention, and abatement of sewage problems.
G. 
To perform any and all other acts not inconsistent with any provision of this Part, which it may deem necessary or proper for the effective enforcement and administration of this Part.

The members of the Sewage Facilities Advisory Board shall severally take and subscribe to the oath prescribed by May 1, 1933, P.L. 103, Art. V, § 501; July 10, 1947, P.L. 1481 § 5; 53 P.S. § 65501.
