The municipality may inspect all phases of the installation of the
best management practices (BMPs) and/or stormwater management facilities
as deemed appropriate by the municipality.

During any stage of the work, if the municipality determines that
the BMPs and/or stormwater management (SWM) facilities are not being
installed in accordance with the approved SWM plan, the municipality
may suspend or revoke, in whole or in part, any existing permits or
other approvals and issue a cease-and-desist order until a revised
SWM site plan is submitted and approved, as specified in this chapter,
and until the deficiencies are corrected.

A final inspection of all BMPs and/or SWM facilities may be conducted
by the municipality to confirm compliance with the approved stormwater
management site plan prior to the issuance of any occupancy permit.

The developer shall be responsible for providing as-built plans of
all SWM BMPs included in the approved SWM site plan. The as-built
plans and an explanation of any discrepancies, which were reviewed
and received approval by the municipality, shall be submitted to the
municipality.

The as-built submission shall include a certification of completion
signed and sealed by a qualified professional verifying that all permanent
SWM BMPs have been constructed according to the approved plans and
specifications. If any licensed qualified persons contributed to the
construction plans, they must sign and seal the completion certificate.

Final plans based upon the as-builts (record drawings) must be received
by the municipality prior to the issuance of the certificate of occupancy.
