In accordance with Act No. 201 of the Public Acts of Michigan of 1974 (MCLA § 65.8) the position of Village Manager is created.
The Council shall appoint a Village Manager, who shall serve at the pleasure of the Council. He shall be removed by the Council but only after a full hearing before the Council. He shall be selected fully on the basis of his executive and administrative qualifications with special reference to his training and experience. The Council may contract with an individual for employment as Village Manager for a specific period of time and upon such other terms and conditions as the Village Manager and Council deem appropriate.
The Village Manager shall receive such compensation as the Council shall fix from time to time by resolution or contract.
The Council may appoint or designate an acting Village Manager during the period of a vacancy in the office of Village Manager or during the absence of the Village Manager from the Village.

The Village Manager shall be the chief administrative officer of the Village government. His functions and duties shall be to:
A. 
Be responsible to the Council for efficient administration of all administrative departments of the Village.
B. 
Exercise and perform all administrative functions of the Village that are not imposed by statute or ordinance upon some other official.
C. 
Employ a Chief of Police, police officers and other necessary personnel, who shall serve at the pleasure of the Village Manager and be subject to the direction of the Village Manager.
D. 
Employ a Director of Public Works, public works' employees and other necessary personnel, who shall serve at the pleasure of the Village Manager and be subject to the direction of the Village Manager.
E. 
Employ, supervise and discharge all other employees of the Village.
F. 
Attend all meetings of the Village Council with the right to take part in the discussions but without the right to vote.
G. 
Be a member ex officio of all Village Boards.
H. 
Recommend to Council adoption of such measures that he may deem necessary or expedient for betterment or improvement of the Village.
I. 
Prepare an annual budget, submit the budget to the Council, recommend the budget for adoption, and be responsible for administration of the budget.
J. 
Recommend to the Council personnel and purchasing policies for the Village and be the Village's purchasing agent.
K. 
Present to the Council periodic reports and special reports and request the same to the Council governing the activities of the Village administration for which he is responsible.
L. 
Recommend to the Council the salary to be paid to each appointed person employed under the Village.
M. 
Exercise supervisory responsibility over the accounting, budgeting, personnel, purchasing and related management functions of the Village Manager.
N. 
Perform such other duties as may be required of him from time to time by the Council not inconsistent with the statutes or ordinances.
Neither the Council or the Village President shall dictate the recommendations of the Village Manager as to the appointment of any person to office or to the employment of any person by the Village Manager or in any way interfere with the Village Manager to prevent him from exercising his judgment therein or in the direction of the department under his jurisdiction. Except for purpose of inquiry, the President and Council and its members shall deal with departments under the jurisdiction of the Village Manager through the Village Manager.
