A. 
No sign of any type mentioned in this chapter, with the exception of those specifically exempted, shall be erected without a permit having been secured from the Village Manager. Application forms for such permits shall be furnished by the Village Manager. Plans for all signs shall be submitted to and approved by the Village Manager before any permit will be granted. The Village Manager shall grant or deny a permit within 30 days after an application and all required supporting materials are filed.
B. 
An application for a sign permit shall contain or attach thereto the following information:
(1) 
Name, address and telephone number of the applicant;
(2) 
Location of the building, structure or lot to which the sign or other advertising structure is to be attached or erected;
(3) 
Position of the sign or other advertising structure in relation to nearby buildings or structures;
(4) 
One blueprint or ink drawing of the plan and specifications and method of construction and attachment to the building or in the ground;
(5) 
Name of the person or business erecting the structure;
(6) 
Written consent of the owner of the land where the sign is to be erected;
(7) 
In all cases where wiring is to be used in connection with the structure, evidence that it shall comply with all applicable electrical codes;
(8) 
Such information as the Building Inspector shall require to show full compliance with this and other chapters of this Code; and
(9) 
Such fees as shall be required by the Village Council.
The alteration, repair or remodeling of a sign, which requires removal of the sign from its supporting structure or framework, shall require a permit from the Village Manager. If such alteration, repair or remodeling can be made without taking the sign down, no permit shall be required, but the Village Manager shall be notified of such work.
If the work authorized under a sign permit has not been completed within six months from the date of issuance, the permit shall expire and be of no further force or effect.
If an individual is refused a permit to construct any sign, he or she may request a variance or a special land use permit. Such permit shall be obtained in accordance with § 475-15 and Part 3, Special Land Uses, of Chapter 475, Zoning, of the Code of the Village of Vicksburg.
There is no appellate procedure that applicants may follow upon the denial of an application. The appropriate means of appeal is to seek a variance or a special land use permit as outlined in § 370-11 of this chapter.
