The Assistant Borough Manager/Secretary shall be appointed for an indefinite term by a majority of all members of Council and may be removed from office with or without cause. The Assistant Borough Manager/Secretary shall serve under the direction of the Oakmont Borough Manager ("the Manager").
The Assistant Borough Manager/Secretary shall be chosen solely based on fulfilling the requirements and qualifications as outlined in the attached Exhibit A, Job Description of the Assistant Borough Manager/Secretary,[1] as may be amended from time to time by resolution.

The Assistant Borough Manager/Secretary need not be a resident of the Borough of Oakmont ("the Borough") or the Commonwealth of Pennsylvania at the time of appointment, but during the tenure of the office, he/she shall reside in the Borough unless otherwise approved by Council.
Before entering upon his/her duties, the Assistant Borough Manager/Secretary shall give a bond to the Borough with a bonding company as surety, to be approved by the Council, in the sum of $100,000, conditioned upon the faithful performance of his/her duties, the premium for said bond to be paid by the Borough.
The salary of the Assistant Borough Manager/Secretary shall be fixed from time to time by the Manager.
A. 
In the absence or incapacity of the Manager, the Assistant Borough Manager/Secretary shall function in the Manager's stead, as provided for in Ordinance No. O7-88,[1] for the proper and efficient administration of the affairs of the Borough placed in his/her charge.

B. 
The duties of the Assistant Borough Manager/Secretary shall be as outlined in the attached Exhibit A, Job Description of the Assistant Borough Manager/Secretary,[2] as may be amended from time to time by resolution.
