As used in this part, the following terms shall have the meanings indicated:
BOROUGH
The Borough of Jonestown, Lebanon County, Pennsylvania.
BOROUGH COUNCIL
The Borough Council of the Borough of Jonestown, Lebanon County, Pennsylvania.
CHAINS
Full chains, strap chains, or other types of chains so mounted as to give motor vehicles traction in snow.
MAYOR
The mayor of the Borough of Jonestown, Lebanon County, Pennsylvania.
PERSON
Any natural person, association, partnership, firm or corporation.
SNOW
Any precipitation depositing any accumulation on the streets of the Borough of Jonestown, including but not limited to snow, sleet, hail, ice or freezing rain.
SNOW EMERGENCY
A state, declared as herein described, under which highway or street conditions are hazardous and dangerous to the vehicular and pedestrian traffic.
SNOW EMERGENCY ROUTES or SNOW ROUTES
All streets within the Borough of Jonestown so designed and marked as hereinafter set forth.
SNOW TIRES
Tires having tread designed for use in mud or snow and being in such conditions as to serve the purpose for which they are designed.
VEHICLES
All motor vehicles using Borough streets, including but not limited to public and private transportation conveyances, trucks, and other powered vehicles.

A declaration of snow emergency may be made by the Mayor, in his discretion, in order to facilitate the movement of traffic on all streets and to combat the hazards or imminent hazards of excessive snow and ice on streets named as snow emergency routes herein. Such declaration shall remain in effect until officially terminated by the Mayor when the facts warrant.

Information as to any such snow emergency and declaration thereof by the Mayor or imminent anticipation thereof may be disseminated by the Mayor through available media of communication.

It shall be a violation thereof also for the operator of a vehicle which stalls on any street designated in this part as a snow emergency route during such emergency, if such stalling shall have been by reason of the failure to have such vehicle equipped with skid chains or with snow tires having antiskid patterns impressed or cut into the treaded surfaces to form bars, buttons or blocks especially designed to give effective traction on snow.

During such emergency, it shall be unlawful for any person to park, or to permit to remain parked, on any street named herein any type of motor vehicle, boat, boat trailer, camper, recreational vehicle or any trailer used for the purpose of hauling motor vehicles or other items. However, upon complete removal of all snow from the total parking area, on each side of the street designated, parking will at once become again permissible, so long as there is no interference with the snow removal program of the Borough and no interference with traffic during the remainder of such emergency.

It shall be unlawful for any dumpster to be placed on a designated snow emergency route at any time from December 1 of any year through March 31 of the following year, except through the acquisition of an exemption granted by Borough Council or its designee, and then only for the specified period of time that is approved by the Borough and subject to conditions imposed by the Borough for the purpose of ensuring removal of dumpsters when necessary to prevent impeding snow removal or traffic.

It is hereby declared to be unlawful for any person from December 1 of any year and continuing until March 31 of the following year to place or cause to be placed any item whatsoever for the purpose of reserving parking spaces on any street in the Borough during any periods of precipitation, whether or not a snow emergency has been declared.

An official map, available at the Borough office, shall be prepared designating such snow routes and clarifying the side of each such street on which parking is prohibited, official copies of such map to be admissible in evidence. On such snow routes, around the utility poles, the Mayor, through Borough personnel, is authorized to place signs reading "SNOW EMERGENCY ROUTE" and may add thereto reference to this part.

Violations of this part shall be subject to a fine of not less than $50 but not exceed $600 per occurrence or vehicle, together with cost of prosecution.

Vehicles found in violation of the provisions of this part may be towed, with costs and responsibility for recovery to be assessed upon the owner(s).
