A. 
All so-called garage sales or other sales involving the offering for sale of multiple items of personal property on property zoned and occupied as a residence shall be subject to the following rules and regulations.
1. 
No one shall accept or take in for sale any goods from any commercial business or enterprise on a consignment basis. Only personal property may be offered at garage sales.
2. 
Personal property for sale shall not be displayed in any public street or right-of-way.
3. 
Not more than four (4) sales per year shall be held at the premises if occupied by the same family and no more than two (2) sales per month with a minimum of seven (7) calendar days between sales. All items must be stored and removed from the yard at the end of the sale. Note: The total sales allowed does not include the City-wide garage sale.
4. 
Any sale conducted pursuant to the provisions hereof shall be confined to the period between 7:00 A.M. and 6:00 P.M. of any day and shall not extend in excess of three (3) days.
5. 
All signs must be in compliance with Chapter 407.
B. 
Any person conducting a garage sale or other sale involving the offering for sale of multiple items of personal property on property zoned and/or occupied as a residence shall be required to obtain a permit therefor from the City of Richmond. Applications for such permit shall be made to the Community Development Department prior to the start of such sale in such form as may be required by the City and shall be accompanied by a permit fee as detailed in the City's Comprehensive Fee Schedule,[1] payable to the City Collector. The permit for sale must be displayed in a prominent place at the residence for which the permit is obtained. The person obtaining the garage sale permit must be the occupant or owner of the property having the sale and must snow proof of identification.

C. 
Any person violating any provisions of this Chapter on any lawful rules or regulations promulgated pursuant thereto, upon conviction, shall be punished as prescribed by Section 100.100, provided that each day's violation thereof shall be a separate offense for the purpose hereof.
