There is hereby established a program for the mandatory source separation and collection of recyclable materials and leaf waste for all properties in the Township. No person shall store, collect, transport, treat or dispose of recyclable materials or leaf waste within the Township except in accordance with this article. The use of a recycling collector will not relieve any person from compliance with this article.
A. 
All persons owning or occupying a single-family residential establishment shall separate recyclable materials from municipal waste and leaf waste. Recyclable materials shall be placed for collection in recycling containers acceptable to the recycling collector.
B. 
The collection of recyclable materials shall be made by the recycling collector a minimum of once every week.
C. 
All persons owning or occupying a single-family residential establishment shall separate leaf waste from municipal waste. Leaf waste shall be placed for collection in paper biodegradable bags or other recycling containers acceptable to the recycling collector.
D. 
The collection of leaf waste shall be made by the recycling collector a minimum of six times per year. The Board of Supervisors shall annually establish the leaf waste collection dates and shall notify property owners of the collection dates.

Owners, landlords, or agents of owners or landlords of multifamily residential establishments shall establish a system for source separation, collection, transportation, and recycling of the recyclable materials.
B. 
Owners, landlords, or agents of owners or landlords of multifamily residential establishments shall contract with a recycling collector for the separate collection of recyclable materials.
C. 
Recyclable material collection frequency shall be set by the owner, landlord, or agent of an owner or landlord of a multifamily residential establishment and the recycling collector, but shall occur no less than once a week.
D. 
The owner, landlord, or agent of an owner or landlord of a multifamily residential establishment shall provide a written report to the Township that lists the recycling collector collecting recyclable materials, the name and address of the property from which recyclable materials are collected, the quantity of each type of recyclable material collected, and the name and affiliation of the person submitting the report. Reports are to be completed on a form supplied by the Township and shall be submitted annually, 30 days after the close of each calendar year.
E. 
Owners, landlords, or agents of an owner or landlord who comply with the article shall not be liable for the noncompliance of residents.

Owners, landlords, or agents of owners or landlords of multifamily residential, commercial, institutional, or municipal establishments shall contract with a recycling collector for the separate collection of leaf waste.
C. 
Leaf waste collection frequency shall be set by the owner, landlord, or agent of the owner or landlord of a multifamily residential, commercial, institutional, or municipal establishment, but shall occur not less often than four times per year.
D. 
The owner, landlord, or agent of an owner or landlord of a multifamily residential, commercial, institutional, or municipal establishment shall provide a written report to the Township that lists the recycling collector collecting leaf waste, the name and address of the property from which the leaf waste is collected, the total quantity of leaf waste collected, the name of the composting facility authorized by the state to receive collected leaf waste, and the name and affiliation of the person submitting the report.
Nothing in this article shall be deemed to impair the ownership of recyclable materials and leaf waste by the persons who generated them unless and until recyclable materials and leaf waste are placed at curbside or similar location for collection by the recycling collector.
From the time of placement of the recyclable materials and leaf waste at the curb or other designated place for collection by the recycling contractor, the recyclable materials and leaf waste shall become the property of the recycling contractor. It shall be a violation of this article for any person not authorized to collect or pick up, or cause to be collected or picked up, any recyclable materials or leaf waste placed at the curb or other designated place for collection by the recycling collector.
A. 
No person shall commingle municipal waste, recyclable materials or leaf waste in containers used for collection by the recycling collector.
B. 
All containers for recyclable materials or leaf waste shall be removed from the curb no later than 12:00 midnight on the day of the scheduled collection.
C. 
Burning of recyclable materials and leaf waste shall be prohibited.
D. 
No person shall dump or deposit recyclable materials or leaf waste on any other public or private property in the Township.
E. 
Nothing in this article shall prevent any person from utilizing leaf waste for compost, mulch, or other agriculture, horticulture, or landscaping purposes on the property where the leaf waste was generated.
A. 
The organizers or sponsors of a community activity shall establish a system for source separation, collection, transportation, and recycling of recyclable materials generated by the community activity.
B. 
Organizers or sponsors shall contract with a recycling collector for the collection of recyclable materials.
C. 
Organizers or sponsors of a community activity shall provide a written report to the Township which lists the names of the community activity, the recycling collector collecting recyclable materials, the total quantity of each recyclable material collected, and the name of the person submitting the report. Reports are to be submitted to the Township no later than 30 days after the conclusion of the community activity.
The Board of Supervisors may adopt reasonable rules and regulations for the purpose of carrying out the intent and purpose of this article.
