This chapter shall be known as the West Sacramento Building Code, and may be cited as such, and will be referred to herein as "this code."

This code shall be the exclusive source of regulations for any owner or authorized agent who intends to construct, enlarge, alter, repair, move, replace, demolish, or change the equipment, change the use and occupancy, change the location, maintain or remove any building, structure or any appurtenances connected or attached to such buildings or structures throughout the city of West Sacramento.

In the event of any conflict between this code and any state or federal law, rule or regulation, that requirement which establishes the higher standard of safety or accessibility shall govern. Failure to comply with such standard of safety or accessibility shall be a violation of this code.

The following is hereby adopted by reference and incorporated in this code, except as expressly amended or superseded by the provisions of this chapter:

The 2022 California Administrative Code, Title 24, Part 1, Chapters 4 (Article 1 Essential Service Buildings and Article 3 Local Buildings), and 10 only.
B. 
The 2022 California Building Code, Title 24, Part 2, Volumes 1 and 2 of the California Code of Regulations, including the entire following Chapter: Volume 1 of 2, Chapter 1, Scope and Administration, Division I and Division II, as further amended herein, Volume 2 of 2, Chapter 31 (Special Construction), including the following Appendices: Appendix I (Patio Covers), Appendix J (Grading) and Appendix P (Emergency Housing). The following sections are hereby revised:

Repairs, additions or alterations to a structure, or changes of occupancy, shall be done in accordance with the procedures and provisions of NFPA 70 and the 2022 California Building Code, Parts 1, 2, 2.5, 3, 4, 5, 6, 8, 9, 10, 11, and 12 as amended herein.

The purpose of this code is to establish the minimum requirements to safeguard the public health, safety, and general welfare through structural strength, means of egress, facility stability, access to persons with disabilities, sanitation, adequate lighting and ventilation and energy conservation; safety to life and property from fire and other hazards attributed to the built environment; and to provide safety to fire fighters and emergency responders during emergency operations.

The provisions of this code shall not be construed as imposing upon the city of West Sacramento any liability or responsibility for damage to persons or property resulting from defective work, nor shall the city of West Sacramento, or any official, employee or agent thereof, be held as assuming any such liability or responsibility by reason of the review or inspection authorized by the provisions of this code of any permits or certificates issued under this code.
