A. The
Green Committee shall consist of a minimum of five (5) members and
a maximum of nine (9) members appointed by the Council. The Council
should endeavor to appoint members such that all wards of the City
have a substantially equal opportunity to participate in the Committee.
A majority of the members then appointed to the Committee shall constitute
a quorum. All members of the Commission shall be residents of the
City or owners or representatives of a business located in the City.
Business owners or representatives need not be registered voters of
the City. Members shall hold no other office or position in the City
Government except on short-term, interim study committees. All appointments shall
be for a term of three (3) years, except appointments to fill a vacancy
shall be for the duration of the unexpired term and terms of original
members upon initial establishment of the Committee shall be staggered
for one (1), two (2) and three (3) years such that the terms of approximately
an equal number of members shall expire each year. Members of the
Green Committee shall not receive compensation for serving other than
any benefits or compensation generally given to all City Board and
Commission members. The Council may also appoint auxiliary members
to assist the Committee with specific undertakings or for such other
purposes as the Council shall deem appropriate. Auxiliary members
shall be eligible to participate in all Committee meetings, debates,
discussions, and activities but shall not be eligible to vote on Committee
matters nor be counted with respect to determination of a quorum.
Auxiliary members shall serve for the length of time specified by
the Council at the time of appointment.
B. The
Committee shall elect its own officers and fix the time and place
of its meetings, which shall be not less frequently than quarterly,
and shall adopt such other procedures as the Committee shall deem
necessary for the successful administration of the Committee’s
responsibilities.
C. The
Green Committee shall advise the Council with respect to the development
and support of ecologically sound and sustainable programs and practices
within the municipal government, the Hazelwood community, and the
metropolitan St. Louis region.
