The Parks and Recreation Committee shall:
A. 
Administer and operate playgrounds, facilities for indoor and outdoor sports and athletic and recreational programs and activities for children and adults.
B. 
Administer and operate facilities, functions and activities relating to public recreation.
C. 
Use public school property by agreement with the Board of Education, to the extent that such property may be adaptable and available for recreational programs and purposes of the Committee.
D. 
Plan and develop additional public recreational areas and facilities.

The Recreation Committee shall consist of nine members and four alternate members appointed by the Township Committee. The initial appointments for the four alternate members shall be for a term of nine months. Thereafter, all appointments shall be for a term of three years. Members shall serve for three-year terms and the terms of all current members shall cease 30 days after the adoption of this section[1] during which time the Township Committee will make new appointments so that three members will be appointed for a three-year term, three members will be appointed for a two-year term and three members will be appointed for a one-year term. Thereafter all appointments shall be for a term of three years. The members shall serve until the respective successors are appointed and qualified. The Committee shall provide for its own organization and shall consult with and advise the head of the Committee and the Township Committee with respect to recreation policies, programs and activities within the Township and shall conduct recreation programs and activities in the Township. In addition to the regular members, the Township Committee may appoint two alternate members.

The Parks and Recreation Committee shall be responsible for the landscaping of grounds adjacent to the Township Hall. It is also responsible for the cutting of grass, weeds or other vegetation on property owned by the Township if so ordered by the Committee head.
A. 
The Committee may charge and collect for the use of the Committee a reasonable admission fee for each person entering or using facilities, exhibitions, concerts, games or contests provided under this article when authorized by the Committee head, and such proceeds shall be used to further the program of the Committee.
B. 
The Committee may provide for parking near activities conducted by the Committee and may use and employ public property for such purposes. The Committee may charge and collect for the use of the Committee a reasonable fee for each vehicle using the parking facilities, and the proceeds from the parking facilities shall be used to further the programs of the Committee generally.[1]

The Committee may adopt reasonable rules, regulations and bylaws for the conduct of all persons while on or using such public property devoted to park or recreational uses. Any person who shall violate any such rules, regulations or bylaws shall be adjudged to be a disorderly person.
