For the purposes of this chapter, the term "parking meter" shall refer to either an individual parking meter or a parking meter or other device which serves to receive payments for parking fees and provide a record of payments for parking in one or more parking spaces (including a "kiosk").
A. 
On-street parking meter zones. Parking meter zones are hereby established upon those streets and highways, or parts thereof, described in Schedule R (§ 217-63).
B. 
Off-street parking meter zones. Parking meter zones may be established in any part or portion of an off-street public parking lot or area which is owned, leased or maintained by the Village.

The Superintendent of Public Works shall be responsible for the installation, operation, maintenance, regulation, control and supervision of parking meters in the Village.
A. 
Installation.
(1) 
Pavement and/or curb markings shall be applied, where practicable, outlining parking spaces adjacent to or in an area covered by each parking meter in the parking meter zones established pursuant to this article.
(2) 
Parking meters shall be installed immediately adjacent to the parking spaces or in the reasonable vicinity thereof.
(3) 
No parking spaces shall be applied at, nor meters installed adjacent to, locations where parking, standing or stopping is prohibited pursuant to § 1202 of the Vehicle and Traffic Law or by this or any other local law of the Village where parking spaces are in conflict with such prohibitions.
B. 
Operation.
(1) 
Each parking meter shall operate so as to indicate that the appropriate fee has been deposited in such meter.
(2) 
Each parking meter shall display or provide a record indicating the expiration of the time period associated with the deposit of fees.
A. 
Any vehicle parked in any parking space in a parking meter zone shall be parked entirely within the lines or markings designating or outlining the parking space regulated by a parking meter.
B. 
Any vehicle parked in a parking space regulated by a parking meter shall be parked so that either the foremost or the rearmost part of such vehicle shall be alongside of and next to the parking meter, depending upon the location of the parking meter, or in the direction of travel of the vehicle in entering or leaving the parking space.
A. 
Deposit of fee required.
(1) 
No person shall park a vehicle in a parking space of any parking meter zone during the hours of parking meter operation unless the appropriate fee is promptly deposited in such meter.
(2) 
No person shall park a vehicle in a parking space of any parking meter zone during the hours of parking meter operation while the applicable meter is displaying a signal or has printed a record indicating the expiration of the time period associated with the deposit of fees.
B. 
Legal currency required. No person shall deposit or attempt to deposit in any parking meter any slug, button or other device or substance as substitutes for coins of United States currency.
C. 
Injury to meters. It shall be unlawful for any person to deface, injure, tamper with, willfully break, destroy or impair the usefulness of, or open without lawful authority, any parking meter.
The parking of motor vehicles in on-street parking meter zones is hereby prohibited for a longer period of time than two hours between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sundays and holidays or unless otherwise provided by proclamation of the Mayor.
The fees for use of the parking meter zones established pursuant to this article shall be as indicated in Schedule R (§ 217-63).
The Board of Trustees, by resolution, may from time to time designate holidays or other days on which otherwise applicable parking meter regulations as provided in this article shall not be enforced. Reasonable notice of such regulations shall be given by posting signs, by posting notices on parking meters, by covering parking meters or in such other manner as the Board may designate in its discretion.
