The following properties, owned, leased or maintained by the Village pursuant to an easement or agreement, are hereby designated as Village parking lots, the use of which for the parking of motor vehicles shall be subject to the provisions of this article:
A. 
All that certain lot, piece or parcel of land, situate, lying and being in the Incorporated Village of Great Neck Estates, Town of North Hempstead, County of Nassau and State of New York, bounded and described as follows:
BEGINNING at a point in the northeasterly side of Gateway Drive, distant 156.69 feet northwesterly from the point where the said northeasterly side of Gateway Drive connects with the northeasterly side of Cedar Drive;
RUNNING THENCE northwesterly and northerly along the northeasterly side of Gateway Drive 297.46 feet to the division line between Lots 6 and 7 on "Section A, Great Neck Estates Map, property of Villa Park Associates of Great Neck, L.I., McKnight Realty Co., Agent, 347 Fifth Avenue, N.Y.C., by Homer L. Bartlett, C. S. & C. E., November 1910" and filed in the office of the Clerk of the County of Nassau on March 6, 1911, File No. 28, Case No. 211;
THENCE along said line forming an interior angle of one hundred degrees fifty-two minutes ten seconds (100° 52' 10") with a chord subtended by an arc having a length of 82.21 feet and the radius of which is 299.37 feet, said arc being a segment of the northerly side of Gateway Drive, 265.07 feet to the land now or formerly of Shea;
THENCE along said land, on a line forming an interior angle of one hundred five degrees fifty-three minutes twenty seconds (105° 53' 20") with the last-mentioned course 135 feet;
THENCE still along said land on a line forming an interior angle of one hundred eighty-one degrees thirty-nine minutes (181° 39') with the last-mentioned course 87.87 feet;
THENCE along a line forming an interior angle of eighty degrees twenty-five minutes 20 seconds (80° 25' 20") with the last-mentioned course 375.53 feet;
THENCE along a line forming an interior angle of one hundred eighty-one degrees nineteen minutes twenty-five seconds (181° 19' 25") with the last-mentioned course 100.66 feet;
THENCE at right angles to the last-mentioned course 38.94 feet to the point or place of beginning.
B. 
Together with an easement more particularly bounded and described as follows:
BEGINNING at a point on the southwesterly side of Middle Neck Road, distant 239.13 feet northwesterly from the extreme northwesterly end of the arc of a curve which connects the southwesterly side of Middle Neck Road with the northerly side of Gateway Drive;
RUNNING THENCE northwesterly along the southwesterly side of Middle Neck Road a distance of 35.01 feet;
THENCE southwesterly along the southwesterly side of Middle Neck Road a distance of 100 feet;
THENCE southeasterly at right angles to the last-mentioned course a distance of 15.79 feet;
THENCE continuing southeasterly on a line forming an interior angle of one hundred seventy-eight degrees forty minutes thirty-five seconds (178° 40' 35") with the last-mentioned course a distance of 19.22 feet;
THENCE northeasterly on a line forming an interior angle of ninety-one degrees nineteen minutes twenty-five seconds (91° 19' 25") with the last-mentioned course a distance of 100.03 feet to the southwesterly side of Middle Neck Road, to the point or place of beginning.
C. 
Together with another easement more particularly bounded and described as follows:
BEGINNING at a point on the southwesterly side of Middle Neck Road, distant 499.06 feet northwesterly from the extreme northwesterly side of the arc of a curve which connects the southwesterly side of Middle Neck Road with the northerly side of Gateway Drive;
RUNNING THENCE northwesterly along the southwesterly side of Middle Neck Road a distance of 35 feet;
THENCE southwesterly at right angles to the southwesterly side of Middle Neck Road a distance of 100 feet;
THENCE southeasterly parallel with the southwesterly side of Middle Neck Road a distance of 35 feet;
THENCE northeasterly at right angles to the southwesterly side of Middle Neck Road a distance of 100 feet to the southwesterly side of Middle Neck Road, to the point or place of beginning.
D. 
The property owned by the Village and located on Maple Drive, 103.53 feet west of Middle Neck Road.

A. 
The Village parking lots designated and described in § 217-32 are hereby designated as parking meter zones, and the provisions of Article IV, Metered Parking, of this chapter shall be applicable to and in such zones except as modified or otherwise provided herein.
B. 
The parking meter zones provided for in Subsection A above shall be divided into two areas, as described below, and the parking of vehicles in such areas shall be subject to the time limits and parking rates indicated:

C. 
The parking meters provided for in this section shall control parking between the hours of 9:00 a.m. and 6:00 p.m. in each day except Sundays and legal holidays. Except by permit, as provided in § 217-34, there shall be no parking in the parking meter zones provided for herein between the hours of 2:00 a.m. and 7:00 a.m.
D. 
Each of the aforesaid areas shall be marked and indicated by suitable signs stating when and for what period public parking is permitted and when and for what period public parking by permit, as provided in § 217-34, is permitted.
E. 
Notwithstanding the provisions of this section or of any other provision of this article, the Police Commissioner may, by regulation, establish or amend reasonable regulations for the control of parking in Village parking lots, including, without limitation, the direction of vehicles to be parked, the permitted hours of parking, the location thereof or the amounts required to be paid therefor.

A. 
The parking lot designated in Village Code § 217-32D is hereby designated as a permit parking zone, and the provisions of Article IV, Metered Parking, shall be applicable to such zone except as modified or otherwise provided in this section.
B. 
Parking shall be permitted in the Maple Drive permit parking zone at any time on any day, provided that the parked vehicle shall be parked head in, and shall have affixed and displayed on its rear bumper a current blue permit, in the form issued by the Village Clerk, showing the vehicle registration plate number.
C. 
Blue permits shall be issued only to those persons eligible pursuant to order of the Police Commissioner, as in effect or amended from time to time, shall be valid for one month each, and shall be renewable to the extent determined by order of the Police Commissioner from time to time.
D. 
No person shall park a vehicle in the Maple Drive lot contrary to the posted signs, instructions of the Police Department or the regulations contained herein.
A. 
Classes. There are hereby established three classes of parking permits for use in the parking meter zone established in § 217-33, said classes of permits to be known as "black permits," "red permits" and "green permits." Notwithstanding any other provision of law applicable to parking in said parking meter zone, no permit shall be issued pursuant to this section to permit the parking of any vehicle with a gross vehicle weight of 10,000 pounds or more, and no such vehicle shall park in any location, or at any time, where a permit for such parking is required.

B. 
Number. There shall be valid and outstanding at any one time an unlimited number of black permits and green permits and a number of red permits to be established by resolution of the Board of Trustees, all of which permits shall be issued as prescribed herein.
C. 
Effective time periods.
(1) 
A black permit shall enable the parking of a vehicle in Area A or B for any period of time between 6:00 p.m. and 9:00 a.m. of the succeeding day on any day of the week, without the need for insertion of a coin as otherwise required.
(2) 
A green permit shall enable the parking of a vehicle in Area A or B, in spaces designated for that purpose by the Superintendent of Public Works, at any time for an unlimited period of time.
(3) 
A red permit shall be issued only to the persons meeting the qualifications established by the Board of Trustees by resolution and shall enable the parking of a vehicle in Area A or B, in spaces designated for that purpose by the Superintendent of Public Works, between the hours of 9:00 a.m. and 9:00 p.m. on any day.
D. 
Issuance; fee. The black and red parking permits provided for herein shall be issued by the Village Clerk to resident or nonresident applicants, and the green permits shall be issued to resident applicants only, upon payment of the fees prescribed therefor by resolution of the Board of Trustees. Such resolution shall also establish the terms of such permits and may provide for payment of said fees in monthly or other periodic payments.
E. 
Permit sticker. The permit shall be in the form of a bumper sticker and shall indicate thereon the expiration date and that the permit is subject to revocation as herein provided. Any vehicle parked pursuant to a permit must have a permit sticker issued by the Village Clerk affixed and conspicuously displayed on the rear left bumper of such vehicle.
(1) 
In the event that a vehicle for which a permit sticker has been issued is transferred to another person, the sticker shall be removed and destroyed. No person to whom a permit sticker is issued shall transfer such permit sticker to another person. No person shall display on a vehicle or operate a vehicle on which is displayed a sticker which has been issued for another vehicle.
(2) 
The Village Clerk may issue a replacement permit sticker to replace a valid permit sticker which has been destroyed, defaced or lost, or to a permit holder who has disposed of a vehicle to which a permit sticker was affixed and who has acquired a different vehicle, upon receipt of whatever evidence of such facts, including the removal of the original sticker from the disposed vehicle, as the Clerk may require, without charging any fee therefor.
F. 
Termination of permit. If any permit holder shall be convicted of or shall plead guilty to a violation of this chapter on two occasions during any year, or if the permit holder shall fail to make timely payments of permit fees, the permit issued to such permit holder may, in the discretion of the Village Clerk, be terminated, and the permit sticker shall be destroyed, and the permit holder shall not be eligible for issuance of a new permit for a period of 12 months after such second conviction or plea.
In addition to any other penalties which may be provided in this chapter, any vehicle parked illegally under the provisions of this article may be removed and stored as provided in Article VI, Removal and Storage of Vehicles.

The Board of Trustees, by resolution, may from time to time designate holidays or other days on which otherwise applicable parking meter regulations as provided in this article shall not be enforced. Reasonable notice of such regulations shall be given by posting signs, by posting notices on parking meters, by covering parking meters or in such other manner as the Board may designate in its discretion.
