Any vehicle parked or abandoned on any highway
in the Village during a snowstorm, flood, fire or other public emergency,
or found unattended where it constitutes an obstruction to traffic,
or any vehicle parked or abandoned on any highway in the Village where
stopping, standing or parking is prohibited, may be removed by or
under the direction of the Village or any officer or employee thereof.

After removal of any vehicle as provided in § 217-37, such vehicle shall be stored in a suitable place at the expense of the owner. Such owner, or the person in charge of the vehicle, may redeem the same upon payment to the Village of the amount of all expenses actually and necessarily incurred in effecting such removal, and an administrative charge of $100 plus $25 for each day or fraction thereof until the date of release or delivery, the date of removal and the date of release or delivery being each regarded as a separate day.
It shall be the duty of the Village, or a designated
officer or employee thereof, to ascertain the name of the owner of
such vehicle or person having same in charge and to notify him of
the removal and disposition of such vehicle and of the amount which
will be required to redeem same.
