The Village Hall of the Village of Great Neck Estates is not open to public use as a public forum nor for any other use except as provided in this chapter.
In addition to use for the governmental purposes of the Village of Great Neck Estates, use of the Village Hall shall be restricted to entities consisting primarily of residents of the Village of Great Neck Estates, and such use shall be solely for purposes relating to Village governance, issues relating to the government of the Village of Great Neck Estates and issues relating to activities conducted on property of the Village of Great Neck Estates.
The Board of Trustees may establish, and from time to time amend, a schedule of fees for permitted use of the Village Hall by any qualified entity, which fees shall be sufficient to reimburse the Village for the cost of use of the premises by any such entity.
A. 
Permits for the use of Village Hall pursuant to this chapter may be granted by the Village Clerk, upon written application, subject to reasonable conditions imposed by the Clerk consistent with the purposes of this chapter.
B. 
No permit shall be granted to any entity when an officer, board or agency of the Village requires the use of the premises in connection with the purposes of the Village, nor where the use of any part of the premises by any authorized entity would interfere with the use of any part of the premises by any such officer, board or agency.
C. 
Where the Village Clerk grants or denies a permit for use of the Village Hall, or any part thereof, or imposes conditions upon such use, an appeal may be taken in writing to the Mayor by any aggrieved person or entity, and the Mayor may upon such appeal deny the permit, authorize the permit or authorize the permit subject to reasonable conditions.
D. 
Where the Village Mayor grants or denies a permit for use of the Village Hall, or any part thereof, or imposes conditions upon such use, an appeal may be taken in writing to the Board of Trustees by any aggrieved person, and the Board of Trustees may deny the permit, authorize the permit or authorize the permit subject to reasonable conditions.
