[HISTORY: Adopted by the Board of Commissioners of the Township of Lower Moreland 5-8-1967 by Ord. No. 130. Amendments noted where applicable.]
The Huntingdon Valley Public Library (hereinafter called the "library") is hereby authorized and designated as the library to act for and on behalf of Lower Moreland Township (hereinafter called the "Township") to provide a public library service to the residents and taxpayers of the Township.
A. 
The Township shall assist in the maintenance of the library in accordance with Section 401 of the Library Code, the Act of June 14, 1961, P.L. 324 (hereinafter called the "Library Code"),[1] and at a level of financial support that will ensure that said library will be able to qualify annually for state financial aid in accordance with Section 303(1) of the Library Code.

B. 
The foregoing shall be accomplished by the Township's making appropriation either out of current revenue of the Township or out of moneys raised by the levy of special taxes and otherwise complying with Section 401 of the Library Code.[2]

A. 
The Board of Commissioners of the Township shall appoint two persons to serve as the Township's representatives on the Board of Directors of the library. Each of said representatives shall serve for a term of three years, except that only one of the first two appointees shall serve for a period of two years.
B. 
Any vacancy shall be filled by appointment of the Board of Commissioners for the unexpired term.
C. 
No representative shall receive any salary for his service as representative.
The person elected Treasurer of the Board of Library Directors shall give bond to the Township with satisfactory surety in an amount as said Board of Library Directors may determine.
A. 
All moneys appropriated for the maintenance of the library and all moneys, if any, received from other sources for the use of said library shall be under the exclusive control of and shall be disbursed under the direction of the Board of Directors of said library. Said Library Board shall have all the rights and duties delegated to such Boards by the Library Code.
B. 
Said Library Board shall present annually to the Board of Commissioners of the Township a report of all moneys received by the library and the dispositions made thereof. Said report shall further comply fully with the provisions of Sections 413 and 414 of the Library Code.[1]

The accounts of the Treasurer of said Library Board shall be audited annually by the Township auditors as in the case of other municipal expenditures.
The library shall provide free library service to the residents and taxpayers of the Township subject to such reasonable rules and regulations as the Board of Library Directors may adopt, as provided for in Section 415 of the Library Code.[1] Pursuant thereto, the Library Board may exclude from the use of the library any person who willfully violates such rules. Said Board may extend the privileges of the library to persons residing outside the limits of the Township upon such terms and conditions as the Library Board may prescribe.

The library and the Board of Directors thereof shall in all ways comply with all provisions of the Library Code,[1] whether hereinbefore set forth or otherwise, and all other applicable laws.
