A. 
Except where the context clearly requires a literal interpretation of the provisions of the Plumbing Code, which is hereby declared to be remedial, it shall be construed liberally, to secure the beneficial interest and purposes thereof, as follows: public safety, health and welfare and safety to life and property.
B. 
The provisions of ordinances hereinbefore enacted that are in conflict with the requirements of this Plumbing Code shall, unless otherwise specifically stated herein, be deemed to be repealed.
C. 
No new plumbing or drainage work nor extension of or alteration to existing plumbing or drainage installations shall be undertaken or performed hereafter except in conformance with the provisions of the Plumbing Code.
It shall be the duty of the Plumbing Inspector and he is hereby given the power and authority to enforce the provisions of this chapter.
A. 
The Inspector of Plumbing and such assistants as may be necessary shall be appointed by the Village Board to serve at its pleasure, and each shall be an assistant to the Plumbing Inspector.
B. 
The Plumbing Inspector and such assistants may be licensed plumbers.
The Plumbing Inspector shall examine applications for permits and, if some are found to comply with the provisions of the Plumbing Code, a permit for the work specified shall be issued. He shall also examine all plumbing work as the same is being installed or performed to see that it complies with the provisions of the Plumbing Code and the conditions of the permit.
Whenever the Plumbing Inspector finds, upon examination, that a violation of a provision of the Plumbing Code or any unsafe or unhealthful condition exists, he shall endeavor to compel an immediate correction of the condition. Failing in this, he shall make a report of the condition deemed to be unsafe or unhealthful or in violation of said code and deliver a copy of such report to the owner, agent or other person in charge of or in control of the premises and report such violation to the Chief Building Inspector, who shall enforce the provisions of said code by appropriate remedies as provided by law.
In the discharge of his duties, the Plumbing Inspector shall have the authority at any reasonable hour to enter any premises, building or structure.
He shall keep a record of applications filed, permits issued, certificates issued and reports, notices and orders issued. Such reports may be maintained in conjunction with records of the office of the Chief Building Inspector.
The Chief Plumbing Inspector shall make a report of fees collected as part of his periodic report to the Village Board.[1]
