A. 
No person shall obstruct or cause to be obstructed a street or sidewalk or gutter of any roadway or any public place in the Village, or cause a dangerous condition in the vicinity of the same, without first procuring written permission from the Mayor or the Board of Trustees of the Village. Permission shall be conditioned upon the placing of red lights from dusk until dawn on either side of any obstruction and that care shall be exercised to have the gutter of any roadway clear for the passage of water and upon the best interest of the health, safety and welfare the residents of the Village of Lindenhurst.

B. 
An "obstruction" shall be defined as any article, vehicle, boat, platform, trailer, excavation, junk or debris or any other object which obstructs or impedes free and easy passage by pedestrians over any paved or unpaved sidewalk area.

Any person violating this article shall be liable to a penalty of not less than $50 nor more than $1,000 for each and every offense. Each day's offense shall be considered as a separate and distinct violation.
