Hereafter none of the firefighting apparatus of the Borough of Middletown shall leave the limits of the Borough of Middletown to fight fires in any of the Boroughs or townships of the County of Dauphin, or elsewhere, unless and until the proper authorities of the Borough or township in which such fire or fires may take place shall have first entered into written agreement with the Borough of Middletown to pay for such service a stipulated sum annually, which contract must be approved by the Borough Council of the Borough of Middletown. The sum to be paid annually by each Borough or township desiring to avail itself of the use of the fire apparatus of the Borough of Middletown under this section shall be sufficient to reimburse the Borough of Middletown for expenses incurred for such outside service as shown by past experience.
Any Borough or township desiring to avail itself of the use of any of the firefighting equipment of the Borough of Middletown, or any unit thereof, shall not be entitled to receive such use or to request such firefighting apparatus to leave the Borough of Middletown unless and until such Borough or township shall first have entered into a written agreement with the Borough of Middletown to pay for such use the sum approved by the Borough Council of the Borough of Middletown as aforesaid.
None of the aforesaid Boroughs or townships, after they have entered into written agreements as hereinbefore provided, shall be entitled to demand or receive the use of any of the firefighting apparatus of the Borough of Middletown for the benefit of their respective citizens at a time when said firefighting apparatus may be actually in use or needed for fighting a fire within the limits of the Borough of Middletown.
Any fire company located in the Borough of Middletown and receiving an appropriation or other assistance from said Borough and violating any of the regulations or requirements of this article shall forfeit all or such part of its annual appropriation as the Borough Council may determine as a penalty.

Any volunteer fireman of the Borough of Middletown who may be injured or incapacitated while fighting a fire in the Borough of Royalton or in any of the townships adjacent to the Borough of Middletown which pays an annual sum to the Borough of Middletown for the use of said Borough's firefighting equipment, if otherwise entitled to receive the same, shall be entitled to receive for such injury or incapacity proper legal remuneration, which shall be paid out of and from funds paid to the Borough of Middletown by the Commonwealth of Pennsylvania out of foreign fire insurance premiums.[1]
