A. 
It shall be unlawful for any person to operate a vehicle on any public street or private property in the Borough of Middletown in such a manner as to make any unnecessary sound which annoys, disturbs or perturbs reasonable persons with normal sensitivities or reasonably may be perceived to injure or endanger the comfort, repose, health, peace or safety of any person, whether by racing the motor, spinning the wheels or other means lacking redeeming social utility.
B. 
Such operation includes operation of any part of a vehicle, such as its motor, irrespective of the extent, if any, to which the entire vehicle is in motion. It may be standing or parked.
C. 
A fine not to exceed $1,000 plus costs of prosecution, and, upon refusal to pay fine and costs, imprisonment in the Dauphin County Jail for a period not exceeding 30 days shall be the sentence, upon conviction thereof, for any person who shall be in violation of this article.
All provisions and terms and any application thereof are severable. No application of this section to ambulance, fire or police vehicles, however, is intended.
