All taxpayers who shall fail to make payment of any taxes collectible
under and pursuant to the Local Tax Collection Law[1] charged against them within four months after the date of the
tax notice shall be charged a penalty of 10% of the amount of such taxes,
which penalty shall be added to the taxes by the Township Tax Collector and
be duly collected by said Tax Collector.
