Virtually every land use in the Town requires access by motor vehicles. For the purposes of reducing and avoiding congestion of streets and providing a more suitable living and working environment, it is hereby declared to be the policy of the Town that, for every land use hereafter established, there shall be provided sufficient space for access to, and for the off-street standing and parking of, all motor vehicles that may be expected to come to the establishment at any time under normal conditions for any purpose, whether as patrons, customers, purveyors, guests, employees or otherwise.
The requirements of off-street parking space and off-street loading space set forth in this chapter are minimum requirements, and shall apply in all districts, except as otherwise indicated. Off-street parking, standing and loading space shall comply with the following regulations:
A. 
Use and parking on same lot. Off-street parking and off-street loading space appurtenant to any use permitted in all districts shall be provided in the same parcel of land occupied by the use to which said space is appurtenant.
B. 
Vehicle access to parking space. In calculating any required parking area other than for parking spaces required for single- and two-family dwellings, sufficient access and maneuvering space shall be provided to permit the parking and removal of any vehicle without moving other vehicles.
C. 
Use of parking areas. No use shall be established on the designated parking areas except the parking of customer or employee vehicles.
D. 
No vehicle in excess of a 3/4 ton pickup truck or a 3/4 ton van shall be housed or parked on any premises on which the primary use is residential.
Every parcel of land hereafter used for a private or public parking area (other than parking required for single- and two-family dwellings) shall be provided with safe and convenient access to a street and shall be improved in accordance with the following requirements:
A. 
Paving. The ground surface shall be paved with a durable, dust-free and hard material, such as bituminous hot mix or Portland cement concrete or some comparable material. Such paving shall be maintained for safe and convenient use at all times.
B. 
Curbs and delineation. Fixed and permanent wheel bumpers or curbs of concrete or some comparable material at least four inches high shall be installed for each parking area at least four feet within the prescribed limits of the parking area. Where the parking is so designed that the vehicle overhang does not protrude outside the prescribed limits of the area, such curbs may be placed at the outside limits of the area. Parking spaces shall be delineated and periodically restored to maintain a clear identification of separate parking stalls.
C. 
Curb cuts. Driveway openings through the curb shall be a minimum of 30 feet in width and a maximum of 50 feet in width measured at the street line. There shall not be less than 25 feet between driveway openings, and there shall not be less than 12 1/2 feet from any driveway openings to any property line.
D. 
Lighting. Any lights used to illuminate any such area shall be so arranged and shielded as to confine all direct light rays entirely within the boundary lines of such area.
E. 
Plans. Any application for a building permit, or for a certificate of occupancy where no building permit is required, or for site plan approval, shall include plans detailing all of the requirements of this section.

Unless otherwise determined by the Planning Board during site plan review, parking or standing spaces shall be provided for each use, as required in the amounts set forth in the following subsections. Parking spaces or areas may be increased or decreased by the Planning Board where overall conditions require more or less parking:
A. 
Use of parking or standing space. Parking or standing space required by this chapter shall be used only for those purposes. Any other use of said space, including any repair work or servicing of any kind, shall be deemed to constitute a separate commercial use of said space in violation of the provisions of this chapter.
B. 
Minimum size of all parking and maneuvering space. All parking (spaces) shall be a minimum of nine feet by 20 feet. The minimum aisle space for ninety-degree parking shall be 24 feet in width. The minimum aisle space for sixty-degree parking shall be 23 feet in width. The minimum aisle space for forty-five-degree parking shall be 20 feet in width. The minimum aisle space for thirty-degree parking shall be 17 feet in width. The aisle width of any parking area where the degree of angular parking varies from the specifications above shall be calculated by using a ratio of the above set forth specification. However, in no case shall the aisle width be less than 16 feet.
C. 
Computation.
(1) 
For the purpose of computing required off-street standing and parking or loading space in relation to floor area, the gross floor area shall be used.
(2) 
For the purpose of computing parking space requirements on the basis of the number of occupants, practitioners or employees, the total maximum number of said occupants on the premises at any one time shall be used.
(3) 
When application of the requirements would result in a fractional space, any fraction shall be counted as one space.
(4) 
If there is any uncertainty with respect to the amount of parking space required by the provisions of this chapter as a result of any indefiniteness as to the proposed use of a building or of land, the maximum requirement for the general type of use that is involved shall govern.
A. 
Sufficient parking shall be provided for every use on a site or a lot. The amount of required parking shall be determined by the Planning Board. In determining the required amount of parking, the Planning Board may consider the use or mix of uses, available shared parking, studies, reports, experiences at similar sites and other pertinent information. Unless the Planning Board finds that, considering overall conditions, a larger amount or a lesser amount of parking is required, minimum parking shall be as set forth in this section.

(1) 
Nursery schools: one space for each staff member or employee, plus one space for each seven students for pickup or dropoff.
(2) 
Elementary schools and junior high schools: one space for each 10 students of design capacity.
(3) 
High schools: one space for each five students of design capacity.
(4) 
In any of the above schools for any auditorium or other facility for public assembly: one additional space for each 10 seats or other accommodation for spectators.
(5) 
Auditoriums, multipurpose rooms, gymnasiums or other facilities used for public assembly but having no fixed seating arrangement specified: one space per 50 square feet of floor area.
(6) 
Establishments other than schools involving public assembly (excluding church sanctuaries), club buildings (other than golf clubs, and community buildings): one space for each three seats or other accommodations for attendants or participants, computed on the basis of one accommodation for each attendant or participant.
(7) 
Golf courses: 40 spaces for each standard nine holes, plus one space for each employee or attendant.
(8) 
Community swimming pools: one space for each 40 square feet of pool area.
(9) 
Hospitals, rest homes, nursing homes, sanitariums, convalescent homes and institutions: one space for each four beds, plus one space for each two employees (other than staff doctors), plus one space for each doctor assigned to the staff.
(10) 
Libraries, art galleries and museums, private and public: one space for each 500 square feet of floor area.
(11) 
Single-family dwellings: one space for each dwelling unit.
(12) 
Dwellings, other than single-family: two spaces for each dwelling unit.
(13) 
Establishments with sleeping accommodation, other than dwellings, including tourist courts, tourist homes, lodging or rooming houses, motels and motor hotels: one space for each dwelling unit or guest room, plus one space for each two employees or permanent residents, plus such additional spaces as are required herein for affiliated uses such as restaurants and the like.
(14) 
Retail and service uses, not delineated elsewhere: One space for each 200 square feet of floor area, including basement or other areas usable or adaptable without structural alterations for service uses, except as delineated herein.
(15) 
Automobile service station and public garage: three standing spaces for each wash rack, lubrication rack, repair bay or similar facility for the servicing or repair of motor vehicles, not including said rack or bay as a space, plus one parking space for each employee.
(16) 
Bowling alleys: three spaces for each alley, plus required parking space for any additional uses, such as restaurants.
(17) 
Attended car wash: one parking space for each two employees, in addition to standing or stacking areas.
(18) 
Self-service car wash: eight standing or parking spaces for waiting vehicles for each wash rack, plus one space for maintenance.
(19) 
Drive-in banking and similar "drive-in" service establishments: eight standing spaces for each teller or customer window, plus one parking space for each teller or customer window, plus one space for each additional employee.
(20) 
Establishments for the servicing or handling of articles or goods, "e-z cleaning" establishments, sign painting shops, etc.: one space for each 250 square feet of floor area, but not less than three spaces for any one establishment.
(21) 
Furniture and appliance stores, furniture repair shops: one space for each 400 square feet of floor area.
(22) 
Greenhouses and nurseries: one space for each 400 square feet of floor area, plus such space as may be determined to be necessary in accordance with the policy set forth above.

(24) 
Offices of physicians, surgeons and dentists:
(a) 
First 5,000 square feet: one space for each 125 square feet.
(b) 
More than 5,000 square feet: one space for each 150 square feet.
(c) 
If greater than above: no fewer than five spaces per doctor, plus 1.5 spaces per observation room.
(25) 
Other office buildings: one parking space for each 300 square feet of floor area, including that portion of the basement adaptable for use as an office or sales space.
(26) 
Restaurants: one space for each four seats in addition to required stacking area for any drive-through restaurants.
(27) 
Theaters, auditoriums and other commercial places of public assembly: one space for each three seats or one space for each 200 square feet of floor area, whichever is greater.
(28) 
Undertaking establishments, funeral parlors: one space for each five seats, provided that there shall not be less than 20 spaces for each chapel or parlor.
(29) 
Warehouse, wholesale and manufacturing uses: For uses consisting of the manufacture, processing, assembly, storage, warehousing, wholesale, but not wholesale associated with retail uses, and distribution of products, one space for each 1,000 square feet of floor area or one space for each two employees, whichever is the greater.
B. 
Off-street loading: Off-street loading spaces shall be provided for each use, as permitted in respective classifications, in not less than the amounts set forth below for every building, or addition thereto, and for all uses of land established or expanded:
(1) 
All conditional uses: Sufficient space to provide on the lot for the use as determined by the Planning Board in conformity to the policy set forth above.
(2) 
Over 6,000 square feet of space for offices and personal service establishments, including prescription filling, out-patient clinics and schools, not adaptable for the use for retail purposes: one loading space.
(3) 
Over 3,000 square feet of floor area designed or adaptable for retail business purposes: one loading space; one additional space for more than 15,000 square feet; one additional space for more than 50,000 square feet; and one additional space for each 100,000 square feet of such floor area.
(4) 
For all wholesale and manufacturing uses: one loading space; one additional space for more than 15,000 square feet of floor area; one additional space for each 50,000 square feet; and one additional space for each 100,000 square feet of such floor area.
