[Amended 9-8-2004 by L.L. No. 6-2004]
Nothing contained in this chapter or in any
amendment thereof shall require any change in the plans, construction
or designated use of a building or structure, a substantial portion
of the construction of which was lawfully completed pursuant to a
valid building permit at the date this chapter or any amendment thereof
affecting the same takes effect and which construction is completed
within one year after such effective date.
