A Length of Service Awards Program (LOSAP) is herewith created in accordance with N.J.S.A. 40A:14-183 et seq., to reward members of the Borough of Shrewsbury Volunteer Fire Department and the Borough of Shrewsbury Volunteer First Aid Squad (inclusive of the fire companies and first aid squads recognized and sanctioned by the Borough) for their loyal, diligent and devoted services to the residents of the Borough of Shrewsbury.

A. 
The LOSAP shall provide for fixed annual contributions to be made by the Borough annually to a tax-deferred income account for each volunteer member who the Borough determines meets the annual eligibility criteria set forth below, that such contributions shall be made in accordance with a plan that shall be established by the Borough of Shrewsbury pursuant to the Act, and that such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this article.
B. 
The LOSAP shall provide for annual contributions for each eligible member whom the Borough had determined has performed and accrued the required points of service in the particular calendar year pursuant to the Borough of Shrewsbury point system. The governing body of the Borough reserves the right, from time to time, to amend the required points of service, point system and schedule through a resolution duly adopted by the governing body of the Borough.
C. 
Effective January 1, 2023, the annual LOSAP payment for qualifying members of the Shrewsbury Fire Department and Shrewsbury First Aid Squad shall be $1,610. Each year thereafter, the LOSAP distribution will increase in accordance with the percentage increase of the Consumer Price Index for All Urban Consumers (CPI-U) on a seasonally adjusted basis for each month of December from the preceding year.

Each active volunteer member shall accrue and be credited with points, to be totaled on an annual basis per calendar year, for volunteer services provided as per the Borough of Shrewsbury LOSAP point system schedules set forth herein as part of this article.[1] The Shrewsbury Fire Department and Shrewsbury First Aid Squad shall at the conclusion of each calendar year provide a list and recommendation as to the members achieving the required points of service, as established by the Borough, and the basis for that recommendation. The governing body will thereafter make the determinations to the members on the list as to compliance with the eligibility requirement for each calendar year. No change to the point system schedules shall be made without approval by the Shrewsbury Fire and First Aid Squad Committee.
