This article shall be known as the “Key Lock Box Ordinance of Lower Providence Township.”
A. 
Commercial, industrial and institutional buildings in Lower Providence Township that are secured in such a manner that restricts access during an emergency, or buildings that contain hazardous materials, shall be equipped with a key lock box at or near the main entrance or other such location as determined by the Fire Marshal.
B. 
All newly constructed buildings subject to this section shall have the key lock box installed and operational prior to the issuance of a use and occupancy permit.
C. 
All buildings in existence on the effective date of this article shall have one year from the effective date of this article to have a key lock box installed and operational.
D. 
The Fire Marshal shall designate the type or types of key lock boxes to be implemented within the Township and shall have the authority to require all buildings to use the designated system.
E. 
The Fire Marshal and the Lower Providence Fire Company shall be the only entities permitted to possess the key to the key lock box.
F. 
The owner or tenant of a building required to have a key lock box shall, at all times, keep the following items in the key lock box:
(1) 
Keys or access cards to all locked points of egress, whether on the interior or exterior of such building.
(2) 
Keys or access cards to locked mechanical rooms.
(3) 
Keys or access cards to all locked electrical rooms.
(4) 
Keys or access cards to elevator controls.
(5) 
Keys or access cards to any fence or secured area.
(6) 
Keys or access cards to any other areas as directed by the Fire Marshal.
G. 
The owner or tenant of a building containing hazardous materials shall, at all times, keep the following items in the key lock box, in addition to the items listed in Subsection F above:
(1) 
Copies of material safety data sheets for any hazardous materials located within the building.
(2) 
A floor plan for each floor of such building showing the layout of each floor, locations of points of egress from such floor to the exterior of the building and any other information as directed by the Fire Marshal.
The Fire Marshal of Lower Providence Township or such official’s designee shall be authorized to implement rules and regulations for the use of the key lock box system.
