This chapter is enacted pursuant to the authority granted in § 130, Subdivision 11, and § 130, Subdivision 7, of the Town Law.
It shall be unlawful for any person or group of persons to loiter, group or congregate in and around streets and highways in the Town of Beekman so as to impede vehicular traffic or to obstruct and annoy pedestrian passersby.

Any person committing an offense against any provision of this chapter shall be guilty of a violation and, upon conviction thereof, shall be punishable for each offense by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
