The Planning Board is hereby created under the provisions of MGL c. 41, § 81A, to consist of nine citizens of the City to be appointed for five-year terms by the Mayor.
The Planning Board shall carry out the provisions of MGL c. 41, §§ 81A to 81GG, inclusive, providing for an improved method of municipal planning.[1]

Editor's Note: The Planning Board has all the powers vested in it by Chapters 40A and 41 of the General Laws, including the Subdivision Control Law. The Planning Board is subject to its own rules and regulations adopted under the General Laws.
Any member of the Board may be removed by the Mayor. A vacancy occurring otherwise than by expiration of term shall be filled for the unexpired term in the same manner as an original appointment.
The Board shall, as soon as practicable after its first election, and thereafter annually in the month of May, meet and organize by the choice of a Chairman and of a Clerk from among its members. [1]

The Planning Board shall, in February, investigate and determine, as nearly as may be, and submit to the Mayor detailed estimates of the expenditures deemed by it to be necessary for carrying out the purposes of its creation and for its own operation and maintenance during the upcoming fiscal municipal year.
The Planning Board shall make reasonable rules and regulations governing the submission of and action on all matters within its general jurisdiction as defined by Chapter 41 of the General Laws, as amended, for the holding of hearings, the summoning of witnesses and the production of records by officials and agents of the City.
