The City Chief Procurement Officer shall be appointed by the Mayor and shall be appointed on or before the first day of February every other year for a term of two years to commence on February 1. He shall receive such compensation as shall be fixed by the City Council.
The City Chief Procurement Officer shall have the power and it shall be his duty to purchase or contract for all supplies, materials or equipment needed by any and all departments, institutions, boards, commissions and other agencies of the City which are hereinafter referred to as the using agencies.
