There is hereby established a Municipal Composting Program, hereinafter called the "Program," which shall provide for the disposal of brush, grass and leaves. The Program shall be operated by the Highway Department at a location and at hours to be designated by the Superintendent of Highways.
A. 
Fees for the disposal of brush, grass and leaves shall be as follows:

(1) 
Individual residents: $45 annually (with sticker) or $9 per day; $10 annually for a second sticker within the same household; all with proof of residency.
(2) 
Senior residents (age 65 or older): $30 annually (with sticker) or $9 per day; $10 annually for a second sticker within the same household; all with proof of residency.
(3) 
Commercial and nonresident: $44 per cubic yard.
B. 
Fees for the purchase of compost shall be as follows:
(1) 
All persons: $10 per cubic yard screened; $6 per cubic yard unscreened.

(2) 
Delivery charge: $35.
(3) 
For those persons purchasing more than 200 cubic yards per year: $3.75 per cubic yard unscreened.

The Highway Department is authorized to sell the following materials to the public:
A. 
T-Base (road grinding by-product): $11 per yard (screened) and $5 per yard (unscreened).
