The cutting of sheet stock for pyroxylin plastic heel covers and covers
containing other volatile and flammable materials in conjunction with the
covering of wood heels is hereby prohibited.
The cutting of celluloid and other materials containing volatiles or
flammables is prohibited in any building equipped or used for human habitation.
The walls of every heel covering room shall be constructed of metal
lath and hard plaster, to be fastened to floor and ceiling timbers by angle
irons, bolted, not nailed, at all comers and door posts. Door openings shall
be protected by at least two-ply, metal-clad, swinging fire doors, arranged
for automatic or spring closing with all hardware bolted on, not nailed. The
ceilings of every such room shall be equivalent to metal lath and hard plaster.
A.
The storage of cut stock shall be limited to not over
two-hundred-fifty-pound units, in any one closet. Each unit shall be stored
in a closet of metal lath and hard plaster, constructed with automatic or
spring-type closing metal doors with a vent therefrom leading to the outside.
Not more than two closet units shall be permitted in any one room.
B.
Alcohol or solvents shall be limited to one day's supply,
except that larger amounts may be stored in a metal lath and hard plastered
room or compartment, separate from the covering room, upon permission of the
Chief of the Fire Department. In no case, however, shall the storage amount
exceed one barrel of alcohol on the floor. The amount of solvents permitted
to be stored shall be fixed by the Chief of the Fire Department.
All wiring and electrical apparatus in rooms where heel covering is
done or where solvents are stored shall be of a type approved for explosive
atmospheres.
An approved ventilating fan system of sufficient size to carry vapors
from the room shall be installed therein at a proper level to change the air
in the room.
All rooms in which pyroxylin plastic heel covers or covers containing
other volatile and flammable materials are used shall be equipped with a system
of automatic sprinklers. Hand fire-fighting equipment shall consist of two-and-one-half-gallon
foamite fire extinguishers, at least one for each 500 square feet of floor
space in the covering room. Such extinguishers shall be placed on hangers
outside of the covering room and readily accessible thereto. Any heat for
covering rooms shall be of the steam or hot water type.
All heel covering rooms shall be cleaned daily. Celluloid chips shall be disposed of as provided in § 145-16. All other rubbish and refuse shall be collected in the covering room and regularly set out for collection at the times fixed for the collection of rubbish from the premises in which the same was gathered.
Lining out or trimming of covered heels containing pyroxylin plastic
heel covers or other volatile and flammable materials shall be restricted
to the part of any room away from combustible materials or from machines giving
off heat or static electricity. The chips from lining-out operations must
be deposited and covered in metal containers in which no other refuse shall
be placed. At least once daily the celluloid chips shall be removed from the
metal containers and deposited in a metal-covered receptacle. Each metal-covered
receptacle shall be emptied at least twice weekly at such place and under
such conditions as shall be specified by the Chief of the Fire Department.
The heads of polishing wheels upon which any covers made from volatile or
flammable materials are polished shall be vented to the outside air and not
in any way connected to main-line blowers.[1]
